The Final RFP solicitation for the Project and Engineering Support Services II was released on December 12, 2018, on the FedBizzOpps.gov. Through this contract opportunity, The National Aeronautics and Space Administration (NASA)/Ames Research Center (ARC), the Ames Research Center office is requiring Project and Engineering Support Services. The procurement is being competed as a Small Business Set-Aside, Single Award, ID/IQ hybrid contract with a Firm Fixed Price.
According to the solicitation, interested offerors are informed that the contractor must furnish the personnel, services, materials, and facilities necessary for or incidental to, the performance in compliance with the specified requirements.
What do we know about the opportunity?
There will be a Phase-in period of performance that is foreseen to last 60 days from the effective date of the contract, the base period of performance that will be twenty-four (24) months from the end of the Phase-in, and 3 one-year option periods.
Project and Engineering Support Services II is a total SB set-aside under North American Industry Classification System (NAICS) Code 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a small business size standard of 1,000 employees. It is specified that only small business can receive a contract award.
The award will be made based on the evaluation of three factors:
- Mission Suitability Proposal(Volume II)
- Past Performance Proposal (Volume III)
- Cost/Price Proposal (Volume IV)
Offerors are to prepare proposals in compliance with the solicitation criteria in order to assist the team in determining the relative merit of proposals in relation to the requirements as defined in the document.
Furthermore, the Government may award a contract based solely on the initial offers received, without discussion of such offers. Accordingly, each Offeror shall submit its initial proposal to the Government using the most favorable terms from a Mission Suitability, Cost/Price and Past Performance standpoint.
Applicants are advised to be cautious, since the Government will review the Government Property Management Information Plan to determine whether or not the Offeror’s standards and practices are adequate to manage property, from planning through disposition, under the circumstances of the contract.
