Contract Value and Funding

The anticipated aggregate capacity for current RMACC II contracts is $1.325 Billion. Each separate multiple-award IDIQ contract (regional contract) has a separate aggregate capacity for the duration of the contract and there will be no annual limits or limits on a “per contract basis.” The regional breakout is as follows:

  • Region 1 = $150M
  • Region 5 = $225M (increased via J&As, July 16, 2023)
  • Region 7 = $125M
  • Region 7.5 = $50M
  • Region 8 = $125M
  • Region 9 = $150M
  • Region 11/13 = $275M
  • Region 14 = $75M
  • Region 17 = $150M

According to the RMACC III Solicitation, the ceiling value has been set to $4 Billion.

RMACC III Solicitation Background

In RMACC III Solicitation and its predecessors, the country and territories are broken into the folloing10 districts (Regions):

  • DISTRICT 1 (Region 1): Maine, Massachusetts, Vermont, New Hampshire, Connecticut, New York (Eastern), New Jersey (Northern), & Rhode Island
  • DISTRICT 5 (Region 5): Pennsylvania, Delaware, Maryland, Virginia, & North Carolina (including portions of New Jersey and Washington D.C.)
  • DISTRICT 7 (Region 7): South Carolina, Georgia, & Florida
  • DISTRICT 7.5 (Region 7.5): Puerto Rico and U.S. territories in the Caribbean
  • DISTRICT 8 (Region 8): Alabama, Tennessee, West Virginia, Kentucky, , Mississippi, Louisiana, Arkansas, Missouri, Iowa, North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, Texas, New Mexico, Colorado, & Wyoming (including a portion of Pennsylvania)

RMACC III Solicitation Requirements

  • The contracts will be available on a non-mandatory, enterprise-wide basis to all DHS Directorates and Components.
  • The DHS Components include:
    • The United States Citizen and Immigration Services (USCIS)
    • United States Customs and Border Protection (CBP)
    • United States Coast Guard (USCG)
    • Federal Emergency and Management Agency (FEMA)
    • Federal Law Enforcement Training Center (FLETC)
    • United States Immigration and Customs Enforcement (ICE)
    • Transportation Security Administration (TSA)
    • United States Secret Service (USSS)
  • The contracts will meet a majority of the DHS infrastructure needs for maintenance, repair, and construction for all projects with a value below $7M within the 50 United States and its territories.
  • These contracts are intended to provide prompt responses on an as-needed basis for routine and emergent requirements.
  • The contracts offer a streamlined approach to construction contracting and ongoing competition between qualified contractors.
  • The scope of work will include
    • Real property repairs, maintenance, and general construction
    • Marine construction
    • Demolition
    • Historical restoration
    • Remediation
  • Facilities include, but are not limited to,
    • Operations buildings
    • Hangars
    • Boathouses
    • Firing ranges
    • Residential buildings
    • Light commercial buildings
  • This includes their
    • Mechanical and electrical systems
    • Site utilities
    • Waterfront facilities
    • Electronic surveillance/security construction
    • Dredging
    • Airports/runways
  • Design-Build, One-Step Turnkey (Design-Build), and Design/Bid/Build project delivery methods will be used.
