GSA MAS Refresh 29 Rapid Response

Accept the GSA MAS Refresh 29 mass mod in 90 Days. Convert to FCP smoothly. Avoid catalogue and pricing pitfalls.

Who This Is For

  • MAS contract holders who must review and accept the Refresh 29 mass mod within 90 days and update eMod/FCP catalog, eLibrary, and GSA Advantage as needed.

  • Vendors submitting new MAS offers who must use FCP Product File / Services Plus File (unless your SIN still uses a SIN-specific PPT) and align pricing/terms.

  • Contractors impacted by exceptions or category changes—e.g., 4PL and other SIN-specific PPTs, IT updates (518210C SaaS; 54151HACS/NICE), SBSA clean-up—or who need to assess the new EPA clause (GSAR 552.238-120) and their TDR posture.

What Changed with GSA MAS Refresh 29

Timing & admin. Planned issue Aug 28, 2025; contractors must accept the mass mod within 90 days. New offers must accept the refresh before award. FCP migration is phased; completion anticipated by 1/1/2027.

FCP replaces PPT (offers)

New offers use FCP Product / Services Plus. SIN exceptions keep SIN-specific PPTs. Mods follow the file type you were awarded under.
4PL SIN-specific PPTs

Electronic commerce

GSAR 552.238-103 gains a note: follow catalog submission/maintenance rules (FCP Help) and verify GSA Advantage! / eLibrary after acceptance.
Catalog updates eLibrary Advantage!

Consolidated EPA

New GSAR 552.238-120 replaces legacy clauses. Current method stays until a trigger (EPA/add-items, option, or proposing a new method). Mechanisms: fixed, index, CPL, unforeseeable market changes. Fixed-rate escalates once/year; fixed/index EPAs don’t need F&R.

SBSA SIN cleanup

All 19 retired SBSA SINs are removed; order-level set-asides remain for small business participation.

Category updates (high-impact)

Highlights: 518210C SaaS drops NIST “on-demand self-service” (others still apply). 54151HACS aligns to NICE. Several clean-ups/clarifications across services and products (e.g., toys/dolls out-of-scope; UAS/drones included under 334220).

Systems & TDR notes

eMod↔FCP integration gaps (work with VSC until fixed). TDR not expanded. If you have TDR-eligible SINs, opt in and report; once in TDR, MFC/BOA ends. Annual product escalation allowed under fixed-rate EPA.

GSA MAS Refresh 29 FAQ

Planned for August 2025 (final issuance date is at GSA’s discretion).

90 days from the issuance date. (If you don’t accept, your contract can be blocked from new awards/mods until you do.)

Accept the mass mod in eMod. Then (a) note clause changes—especially the EPA (GSAR 552.238-120), (b) confirm your mod file type (FCP vs legacy/SIN-PPT), (c) spot-check GSA Advantage!/eLibrary content, and (d) verify TDR posture if you have eligible SINs.

No. Migration is phased; GSA will move existing awards in waves. Prepare (get FCP access and map data), but don’t repackage until instructed.

No. It sets rules for new offers and signals phased migration later. Existing awards keep current file type for mods until told to switch.

Use the file type your award uses (FCP vs legacy/SIN-specific PPT). Exception SINs keep their SIN-PPT.

Yes. FCP Product File / Services Plus File are required for new offers (unless your SIN is on the exceptions list, e.g., 4PL, 531/531110, 561510/561599/561599L, 485, 532111/532112, 492110/492210, 481211O/481211B).

No. Offers already under review don’t need to be reformatted mid-stream.

New GSAR 552.238-120 replaces legacy EPA clauses. Your current method remains until a trigger (EPA/add-items mod, option, or proposing a new method). Supported methods: fixed, index, established/CPL, unforeseeable market changes.

No. If your contract includes TDR-eligible SINs, you must opt in and report. Once in TDR, MFC/BOA monitoring ends.

Remaining SBSA SINs are retired from the solicitation. Agencies can still do order-level set-asides.

518210C (Cloud/SaaS): NIST on-demand self-service no longer required (others still apply). 54151HACS: align to the current NICE framework (no “work-role IDs”).

Uncommon. GSA prefers one MAS per UEI. Exceptions exist (e.g., distinct JV/MP JV, SBSA vs. non-SBSA split, short “continuous contract” overlap), but most needs are met via modifications to your current award.

Why GDIC?’ infographic with five benefits around a central hub: Planized delivery (calendar), MAS-native specialists (FCP/eMod file-gear), Transparent pricing (dollar), Single point of contact (team icon), and Aftercare included (checklist for catalog/eLibrary/EPA/TDR).

Why GDIC?

  • Planized delivery. Fast intake, day-1 milestones, and execution that stays ahead of the 90-day clock—no-drama compliance.

  • MAS-native specialists. We speak CO/CS and live in eMod/eOffer/FCP (plus SIP, eLibrary, GSA Advantage), with EPA (552.238-120) and TDR baked in.

  • Transparent pricing. Fixed-fee packages + simple unit pricing for SINs/SKUs; R29-A → R29-B upgrade credit; no surprise change orders within scope.

  • Single point of contact. Weekly check-ins and same-day responses on CO/CS actions keep momentum and accountability.

  • Aftercare included. Post-acceptance catalog/eLibrary/GSA Advantage checks and a simple EPA/TDR playbook for your next price action or add-items mod.
