REQUIREMENTS

  • The requirements included support the government in the following areas: Education and Training Services, Management Support Services, Program Management, Engineering, Technical and Professional Services, and Administrative & Other Services.
    • Education and Training Services: These services shall provide support to USSOCOM organizations involved in training SOF in both garrison and field environments. This includes providing vocational and technical training at the individual, collective, or staff level on a variety of subjects, conducting lectures, performing testing, curriculum development, and other related training and military exercises. Also included in the scope of Education and Training services are translation services to support various Command activities. Below are representative tasks that may be required.
    • Management Support Services: These services involve providing advice and assistance with the management and operation of SOF organizations that are closely associated with the basic responsibilities and missions of SOF organizations. These services include strategic planning, SOF capability and structuring analysis and advice, with a broad array of deliverables such as data collection, writing services, public relations support, and media analysis. While these tasks are not all-inclusive, they represent support that assists enterprise planning and support for these services.
    • Program Management: Prepare, develop, and assist the government in completing program management, research, studies and analysis documents, events and activities.
    • Engineering and Technical Services.
    • Professional Services: Services such as multimedia support; graphic arts design and photography; preparedness support; and physical security.
    • Intelligence Professional Services.
    • Administrative and Other Services: These services involve creating, revising or maintaining administrative workflows and procedures to make an organization more efficient and using information technology systems to generate and retrieve information. The Administrative and Other Services described in this SOW are to support USSOCOM.

    • Demonstration of capabilities by task area
    • Self-Scoring Table and substantiation documents
    • Past performance narratives
    • Technical approach
  1. Volume III – Price Proposal

    • Labor category pricing
    • Total compensation plans
    • Pricing assumptions and rationales

Proposal Evaluation Factors

The proposals will be evaluated based on:

  1. Self-Scoring Evaluation

    • Offerors complete a self-scoring worksheet
    • Points awarded based on:
      • Personnel qualifications
      • Geographic presence
      • Rapid mobilization capabilities
      • Cleared personnel
      • Relevant past performance
      • Breadth across SOW elements

Substantiation Review

    • Government will validate claimed scores
    • Documentation required for each point claim
  1. Price Realism and Reasonableness

    • Labor rates compared to market standards
    • Evaluation of proposed total compensation plans
  1. Responsiveness & Compliance

    • Adherence to proposal instructions
    • Completeness of submission
    • Compliance with required formats and deadlines

To be considered, offerors must:

  • Be registered in SAM.gov as a Small Business
  • Have an active CAGE Code and UEI
  • Submit all three volumes by the deadline stated in the final RFP
  • Use prescribed templates for the self-score table and pricing
  • Provide supporting documentation for every claimed score element
  • Not exceed page limits for technical narratives and substantiation
  • Ensure the proposal is in readable, searchable PDF format

SOF GSD Solicitation FAQ

SOFGSD (SOF Global Services Delivery) is a USSOCOM-wide, Small Business Set-Aside Multiple Award IDIQ contract. It supports U.S. Special Operations Command (USSOCOM) and its components with specialized services in training, intelligence, logistics, and operations across global theaters.

SOFGSD covers six key task areas:

  • Education & Training
  • Exercise Planning and Support
  • Intelligence Support
  • Operations & Planning
  • Technical & Program Management
  • Logistics & Operational Support

These services span mission planning, TS/SCI-cleared analyst support, course development, logistics, and field operations.

To be eligible, offerors must:

  • Be a Small Business under NAICS 541611
  • Have an active SAM.gov registration
  • Possess the ability to deploy globally, provide cleared personnel, and rapidly mobilize
  • Demonstrate past performance across multiple task areas
  • Provide substantiation for all points claimed in the self-scoring worksheet

Proposals are evaluated in three primary areas:

  • Self-Scoring Table: Offerors score themselves based on predefined criteria.
  • Substantiation Review: The government validates claimed points.
  • Price Evaluation: Price reasonableness and total compensation plans are assessed.

The government may use a down-select process based on self-score rankings.

Offerors must submit three volumes:

Each volume has specific format, content, and page limit requirements.

Yes, teaming arrangements are allowed, but with strict rules:

  • Prime must perform a minimum percentage of work
  • Points can only be claimed for prime or integrated JV past performance
  • Pass-through entities or loosely affiliated subs may not contribute to scoring

Review the solicitation for detailed OCI and teaming restrictions.

A facility clearance is not required at the time of proposal, but offerors must demonstrate the ability to provide TS/SCI-cleared personnel. Having an active clearance or access to cleared subcontractors will support a higher score in the personnel and security evaluation sections.
