Technical Requirements

Offerors must support services that enable:

  • Detection, tracking, interception, and neutralization of advanced threats
  • Agile acquisition and development, including digital and model-based engineering
  • Use of automated, secure, and scalable systems
  • Performance of both classified and unclassified work
  • Execution without involving Advisory and Assistance Services (A&AS) or SETA workDraft+Solicitation+-+HQ…

Scope areas explicitly exclude A&AS and are centered on mission-critical technologies, including:

MDA SHIELD Solicitation Proposal Volumes

Offerors must submit the following three proposal volumes, each with specific formatting, content, and submission instructions:

Volume I: Administrative

  • Purpose: Establishes the offeror’s eligibility, compliance, and readiness for award.

  • Contents Include:

    • Signed Standard Form (SF) 33

    • Completed Representations and Certifications (FAR 52.212-3)

    • Small Business Subcontracting Plan (required for large businesses)

    • Foreign Ownership, Control, or Influence (FOCI) disclosures, including SF 328

    • Organizational Conflict of Interest (OCI) mitigation plan, if applicable

    • Proof of active SAM.gov registration

Volume II: Technical – Corporate Experience

  • Purpose: Evaluated under Factor I: Corporate Experience, this volume is the only scored portion of the proposal.

  • Requirements:

    • Submit up to three distinct, recent, and relevant corporate experience examples.

    • Each example must:

      • Be within the last five years of the proposal submission date

      • Show direct relevance to at least two of the SHIELD scope areas outlined in Section C (e.g., systems development, software prototyping, logistics support, etc.)

      • Clearly describe the scope, period of performance, contract value, customer agency, and the offeror’s role

    • Examples may come from:

      • Prime contracts

      • Subcontractor roles (with clear evidence of participation)

      • Joint ventures or affiliates (if properly documented)

    • Each example must be documented using the Attachment L-03 template and include one of the following forms of validation:

      • FPDS-NG extract showing contract details, or

      • A signed letter from the Contracting Officer certifying the experience

Important Note: If more than three examples are submitted, only the first three in order will be evaluated. Cross-referencing across examples is not allowed—each must stand on its own.

Volume III: Past Performance and Optional Data

  • Purpose: Used for responsibility determination only (not scored)

  • Contents May Include:

    • CPARS ratings or other past performance references

    • Evidence of financial responsibility or bonding capacity

    • Optional: data on key personnel, technical certifications, or security clearances (if relevant to scope

Proposal Evaluation Factors

The SHIELD IDIQ utilizes a streamlined evaluation process designed to quickly identify offerors capable of performing advanced defense-related work. The only scored factor is:

Factor I: Corporate Experience

This factor is used to determine whether an offeror has demonstrated recent and relevant corporate experience necessary to successfully perform the requirements outlined in Section C of the solicitation.

Key Evaluation Criteria

  1. Recency

    • Experience must be within the past five years from the date of proposal submission.

    • Older experience will not be considered, even if highly relevant.

  2. Relevance

    • Each submitted experience must be clearly aligned to at least two of the scope areas defined in Section C.

    • These areas may include software and systems development, integrated logistics, command-and-control systems, prototyping, and other specialized technologies.

    • Experience must reflect technical complexity, security posture (classified/unclassified), and project size consistent with SHIELD’s objectives.

  3. Independence

    • Each example must stand alone, with no cross-referencing to other submissions.

    • Examples must be fully substantiated, with supporting evidence (FPDS record or CO letter).

  4. Organizational Attribution

    • Experience must belong to the legal entity submitting the proposal.

    • Use of affiliate, JV, or subcontractor experience is allowed only if clear evidence of contribution and relevance is provided—and properly documented (e.g., in a teaming agreement or organizational chart).

Ratings

Each proposal will receive one of the following Acceptability Ratings:

Acceptable Proposal demonstrates at least two recent and relevant examples of corporate experience aligned to the solicitation scope.
Unacceptable Proposal lacks recency, relevance, or sufficient documentation to determine capability.

Note: There is no tradeoff analysis or adjectival scoring. If the submission is deemed “Unacceptable” under Factor I, the proposal will not be eligible for award.

Non-Scored (Responsibility) Factors

While Factor I determines technical acceptability, additional aspects will be assessed separately as part of a responsibility determination, including:

  • Past performance history

  • Financial capability

  • OCI and FOCI disclosures

  • SAM registration and certifications

These are not scored, but a negative finding (e.g., disqualifying FOCI or inadequate financials) can result in exclusion from award.

MDA SHIELD Solicitation FAQ

The MDA SHIELD Solicitation is a Multiple Award Indefinite Delivery/Indefinite Quantity contract led by the Missile Defense Agency (MDA). It aims to rapidly acquire mission-critical technologies and services that support layered defense against advanced threats—including ballistic, hypersonic, and cruise missiles—across air, space, cyber, and hybrid domains.

Any responsible U.S. business entity, including small and large businesses, is eligible. Offerors must:

  • Have an active registration in SAM.gov
  • Submit a fully compliant proposal
  • Meet FOCI and OCI requirements
  • Demonstrate relevant corporate experience in at least two SHIELD scope areas

The SHIELD IDIQ covers non-A&AS mission support and technology development services, such as:

  • Advanced system prototyping
  • Software and systems development
  • AI/ML and digital engineering
  • Integrated logistics and sustainment
  • Cybersecurity, C5ISR, and battle management systems

Note: SHIELD does not cover SETA or A&AS services.

Offerors must submit three proposal volumes:

  • Volume I – Administrative: Includes SF33, Reps & Certs, FOCI/OCI statements, and Small Business Subcontracting Plan.
  • Volume II – Corporate Experience: Up to three relevant project examples showing experience in at least two SHIELD scope areas.
