The General Services Administration (GSA) is getting ready to release the final solicitation for OASIS+, a next-generation Multi-Agency Contract (MAC).

GSA’s goal is to provide agencies with easier access to innovative professional services from businesses that are qualified. To better support government agencies, OASIS+ will be a 10-year open contract program that provides access to a mix of commercial and non-commercial services at a global scale. The aim is to reduce the need for additional professional services contracts, and empower agencies to focus on delivering customer needs.

OASIS+ also is considered a great opportunity for businesses, especially small businesses, to provide services for the Federal government. For starters, OASIS+ will support all contract pricing types at the task order level, which means that a business does not need to provide pricing with a proposal. There also is no ceiling or cap on contract awards, and open on-ramping after initial awards. Lastly, OASIS+ contract is awarded to all vendors who meet a threshold of points for the service area(s) they are bidding in.

What types of businesses are a fit for OASIS+?

GSA intends to solicit and award separate Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, and to do this for small businesses with special designations as well as have some opportunities that are not restricted.

So, what types of businesses are eligible?

  • 8(a) Small Business
  • HUBZone Small Business
  • Service-Disabled Veteran-Owned Small Business (SDVOSB)
  • Total Small Business
  • Women-Owned Small Business
  • Unrestricted businesses

What business service areas can qualify for OASIS+?

Once you have determined if you fit into one of the above business classifications, the next step is to determine if your company fits into one of the service areas that are part of OASIS+.

For small businesses, there are several service areas, what GSA calls “domains,” that are available, including:

  • Management & Advisory
  • Technical & Engineering
  • Intelligence Services
  • Research & Development
  • Logistics
  • Environmental Services
  • Facilities Domain

There are four domains that are unrestricted, and those include:

  • Research & Development
  • Management & Advisory
  • Technical & Engineering
  • Facilities

Scoring System to Qualify

The last piece to the puzzle is determining the eligibility of your business for OASIS+. While there are many benefits to OASIS+,the contract has a complex scoring system that determines eligibility of a business. This is the critical point that businesses must pass through if they are seeking to provide services to the government through this contract. Each business must demonstrate that they are highly qualified in the areas of relevant experience, past performance, systems and certifications, as well as other criteria.

Take the Next Step and Determine Your Eligibility

The OASIS+ contract is being positioned to be a to-go contract for government agencies to procure the professional services they need, while simultaneously providing significant benefits to businesses.

In addition to being open to small businesses and the great opportunity to provide services to the Federal government, the eligibility scoring allows businesses to partner or team together to improve their scores to qualify. The ability to partner or team to gain eligibility is a unique element that was not available in the original OASIS solicitation and can provide businesses with the right strategy a tactical advantage.
