Solicitation Summary
CenTAM is the Census Bureau’s framework for modernizing and developing applications across its enterprise. Its planning scope spans business and IT systems, economic and demographic programs, geospatial capabilities, the decennial census and research. The objective is to support secure applications and innovative data solutions that improve the Bureau’s ability to deliver high-quality statistical products.
Capture teams should distinguish the current acquisition direction from earlier framework assumptions. Prior materials describe four BPAs, but final scope, eligibility, restrictions and acquisition terms will be established in each applicable solicitation.

Background
The Census Bureau produces statistics about the nation’s population, housing and economy through censuses, surveys and related programs. Its application portfolio supports the collection, preparation, analysis and dissemination of those data. Modernization must address mission continuity alongside cloud, security and data-science needs.
CenTAM evolved from the earlier Decennial Transformation & Application Modernization (DTAM) effort into a broader framework. Earlier planning organized the work around Enterprise, Decennial, Geospatial, and Systems and Program Support BPAs. The October acquisition update now separates the procurement priorities into Part A and Part B.
Requirements & Capture Priorities
The supplied opportunity report identifies five planning task areas. Treat these as preparation categories, not a substitute for final requirements:
- Order and program management: coordinate delivery, governance and reporting.
- IT project and program management: plan and oversee technology initiatives.
- Architecture and engineering: align application and system designs with mission needs.
- Application development and management: modernize, develop, operate and maintain applications.
- Advanced data science and data management: improve the use, quality and management of Census data.
Prepare for the right procurement
Map your team’s relevant experience to the specific Decennial, Geospatial, Enterprise or SPS scope. Build a clear account of technical outcomes, delivery scale, security practices and prime-versus-subcontractor contributions. Earlier planning contemplated written capability and experience submissions followed by oral technical and management presentations; evaluation criteria must be rechecked when each final RFQ appears.
Confirm schedule eligibility, teaming restrictions, award structure, performance terms and submission instructions before committing to a pursuit. Monitor both SAM.gov and any applicable GSA eBuy procurement communications. A planning estimate does not establish a submission obligation or guarantee an award.
How Can GDIC Help?
GDIC can help your team assess opportunity fit, shape a capture strategy, organize relevant past performance, develop a compliance approach and prepare persuasive proposal content.
For CenTAM, focus preparation on the procurement that matches your capabilities, then align your response with the actual requirements and evaluation criteria when released.
