Background
Indian Affairs conducts annual construction market research to understand qualified contractor capacity and inform potential on-ramping, recompete and stand-alone construction decisions. The 2026 notice invited ISBEEs, including current C-MAC holders, to provide qualifications and relevant project experience.
The current C-MAC contracts share a five-year ordering period ending in May 2028 and a $1.5 billion aggregate ceiling. These are existing-vehicle parameters, not confirmed terms for a future recompete. The supplied report’s December 2026 solicitation and June 2027 award forecasts remain unconfirmed and should not drive a submission schedule.
Requirements
The official market-research notice describes the following construction scope and readiness considerations. A future solicitation will control eligibility, evaluation and submission requirements.
01 Design-Build & Design-Bid-Build
New facilities and construction delivered through DB and DBB approaches, with engineering, supervision, labor, materials, equipment and transportation coordinated for each project.
02 Modular & Offsite Construction
Offsite design-build and modular construction using factory-produced components, delivered and assembled for the individual facility requirement.
03 Renovation, Repair & Infrastructure
Demolition, alteration and building renovation, plus civil, structural, mechanical, electrical, fire-protection and communications systems.
04 Facilities Across Indian Country
A broad facility portfolio, including schools, detention and medical facilities, administrative buildings, housing, warehouses and roads. Contractors may need to manage concurrent projects nationwide.
05 Capture Readiness
Build a relevant DB/DBB project record, assess delivery capacity and teaming gaps, and verify ISBEE eligibility. The closed market-research notice requested recent project examples and a self-performance approach; final proposal instructions have not been issued.
