Background

Naval Surface Warfare Center, Dahlgren Division requires support for research, development, and engineering and technical support services for the research, analysis, design, development, prototyping, test and evaluation, integration, project management, implementation, and documentation of tactical and non-tactical systems as well as various Command, Control, Communications, and Computer Intelligence Surveillance Reconnaissance (C4ISR) Radio Frequency (RF) sensor systems/subsystems and other Special Systems associated with Homeland Security, Anti-Terrorism, Force Protection, Unmanned Systems and other related Programs within the Weapons Control and Integration Department (H).

Requirements

  • The Contractor shall provide engineering and technical support efforts associated with providing full Life-Cycle support, for Anti-Terrorism/Force Protection; Special Technology Integration; Counter Technologies; Mission Assurance; Irregular Warfare; Unmanned Systems; Identity Management, Biometrics; Communication Systems; Intelligence Systems; Non-Lethal Warfare; and Maritime Security programs as well as C4ISR products with a focus on Signals Intelligence (SIGINT) and other Communication systems. The Contractor shall provide research and development, prototyping, system testing, installation, training, and other technical support efforts as it applies to the aforementioned and related program areas covering the functional areas of systems engineering, RF engineering, electrical engineering, mechanical engineering, software engineering, systems integration, network engineering, logistics analysis, configuration management, program analysis, and documentation. The Contractor shall support both the US Navy and Foreign Military Sales (FMS) requirements.
  • The Contractor shall provide engineering and technical support to facilitate design, implementation, documentation, platform installation and sustainment of tactical and non-tactical miliary systems throughout their lifecycle. The Contractor shall provide administrative functions to include meeting services, event scheduling coordination, and reporting services for associated systems. Additionally, the Contractor shall provide technical writing and editing support of all documents related to these systems.
