Background

The Office of Child Care (OCC) resides in the Administration for Children and Families (ACF), a division of the U.S. Department of Health & Human Services (HHS) that promotes the economic and social wellbeing of families, children, individuals, and communities. who are resilient, safe, healthy, and economically secure. ACF has responsibility for many other programs that support the economic success of families and the well-being of children, including: Preschool Development Grants Birth through Five; Tribal Maternal, Infant, and Early Childhood Home Visiting; Head Start and Early Head Start; Temporary Assistance for Needy Families; Child Welfare; Child Support Enforcement; the Community Services Block Grant; the Social Services Block Grant; and Refugee Resettlement Services, including the Unaccompanied Children Program.

The Office of Child Care (OCC) works closely with ECD on priority early care and education initiatives, and it administers the Child Care and Development Fund (CCDF), also referred to as the Child Care and Development Block Grant (CCDBG). CCDF is a $9B block grant to state, territory, and tribal governments to provide financial assistance to help families with low incomes afford child care for children from birth to age 13 and to improve the quality of child care to promote children’s healthy development and learning for all children by supporting child care licensing, quality improvement systems to help programs meet higher standards, and training and education for childcare workers. OCC develops policy guidance, delivers technical assistance, supports grantees in program implementation and administration, monitors for compliance, supports research, and broadly supports a child care system that meets the needs of children and families.

Key goals include stabilizing the child care sector as it recovers from the COVID-19 pandemic, increasing provider payment rates to cover the cost of quality, improving payment policies, increasing wages and benefits, building the supply of child care for underserved populations, expanding access to child care assistance for more families, and strengthening the child care workforce and addressing the workforce shortage. OCC and CCTAN work together to achieve these goals and improve the implementation of CCDBG in order to better meet the developmental needs of children, help more families afford high quality child care, and ensure strong program integrity.

Requirements

  • The Child Care Communications Management Center shall support technical assistance to further the goals of CCDF grantees, the Office of Child Care, the Office of Early Childhood Development, and the Administration for Children and Families via the following mechanisms
    • Coordinating communication with CCDF grantees
    • Conference and meeting support
    • Coordination and consultation with CCTAN and other OCC partners
  • The Contractor shall involve central office and regional office OCC staff in the various stages of development and implementation of this TA effort per established protocols
  • Any effort to contact multiple Lead Agencies in a systematic fashion shall be approved in advance by the Contracting Officer’s Representative (COR), and the Contractor shall work with the COR to have any information collection activities approved by the Office of Management and Budget, if necessary
  • All activities, such as email announcements, TA resources, webpage updates, and other universal materials and information distribution strategies shall be posted on existing ACF/ OCC platforms. The Contractor shall not propose or develop any new technologies that require approval by ACF’s Office of the Chief Information Officer
  • Ensure that national webinars include live captioning, as well as ASL interpretation and other accommodations when requested by participants, to ensure full participation for people with disabilities
