Background

ICE is responsible for the detention, health, welfare, transportation and deportation of immigrants in removal proceedings and immigrants subject to final order of removal. The intent of this contract is to identify Detention/Transportation Officer tasking as appropriate for managing this activity. This work involves the management, transportation, and the escort of immigrants, including those in removal proceedings, immigrants subject to final order of removal, material witnesses and criminal detainees in a secure manner. This contract will provide armed guard transportation services for the U.S. Immigration and Customs Enforcement (ICE), BAL, NYC, NEW and BOS Field Offices.

Requirements

  • The Contractor shall provide all transportation services required to transport detainees securely to locations as directed by the designated ICE official in accordance with current and any future revisions to the Performance Based National Detention Standards (PBNDS) 2011 w/2016 revisions, ICE Family Residential Standards, and all applicable Federal, State, and local laws and regulations. Designated ICE personnel is limited to the Deportation Officer (DO), Supervisory Detention and Deportation Officer (SDDO), Assistant Field Office Director (AFOD), Deputy Field Office Director (DFOD), and the Field Office Director (FOD). During all transportation activities, at least one officer must be the same sex as the detainee. If a same- sex officer is not available, the transportation mission must be approved by the ICE designated official prior to the service being performed. All officers must be armed and meet applicable Federal, State, and local firearm laws. Operations are primarily conducted in the States of New York, Maryland, Pennsylvania, New Jersey, West Virginia, Delaware, Massachusetts, Connecticut, Rhode Island, Maine, New Hampshire, Vermont and, in some cases, as far as North Carolina, and Georgia. Vehicles and Transportation officers must meet applicable State and federal, United States Department of Transportation (USDOT) and firearm laws.
  • The Contractor shall provide, operate, manage, and maintain a uniformed transportation officer staff, 24-hours per day, 7-days per week, year-round, for the transportation and guard services of detainees under the responsibility of DHS/ICE-ERO. The Contractor shall provide armed ground transportation and guard services, to include transporting detainees, Alien-Files (A-Files), and Temporary files (T-Files). The Contractor shall evaluate specific tasks required and create a composite plan to achieve successful results. Continuous full service at the named locations in each AOR is the requirement. The Contractor shall provide full and complete cooperation for any data request, inquiry or investigation conducted by the Government related to this contract.
  • The Contractor shall provide vehicles to safely provide the required transportation services and shall comply with all federal, state, and local laws with regard to inspections, licensing, and registration for all vehicles and firearms used for intra and interstate transportation. The Contractor shall establish a fully operational communication system that has direct and immediate contact with all transportation vehicles, post assignments, and ICE officials. The Contractor shall review specific individual requests required and create a disparate plan to achieve successful results. The Contractor shall provide full and complete cooperation for any data request, inquiry or investigation conducted by the Government related to this contract.

Acquisition Planning Forecast System Requirements:

  • The objective of this contract is for the provision, operation and management of the transportation and protection of detainees for U.S. Immigration and Customs Enforcement (ICE).
  • Services will be for the Baltimore (BAL), New York (NYC), Newark (NEW) and Boston (BOS) Areas of Responsibility (AORs) and surrounding areas including all of New York, Maryland, Pennsylvania, New Jersey, West Virginia, Delaware, Massachusetts, Connecticut, Rhode Island, Maine, New Hampshire, Vermont, Virginia, and, in some cases, as far as North Carolina, and Georgia.
  • The Contractor shall provide all transportation services required to transport detainees securely to locations as directed by the designated ICE official in accordance with current and any future revisions to the National Detention Standards (NDS) 2025, ICE Family Residential Standards, and all applicable Federal, State, and local laws and regulations.
