  • The core curriculum consists of the developmental courses which are mandatory for FAA managers by current FAA policy or regulation. Core requirements are prescribed by the FAA Office of Human Resources (AHR), Talent Development (AHD) and are prescribed in an annual requirements document. The annual requirements document is adjusted to meet organizational needs from year-to-year. Presently the curriculum consists of a total of 69 web-based and instructor-led courses designed to address FAA’s evolving management and leadership development priorities. Each year, FAA determines the mix and schedule of mandatory/elective courses and program cohorts based on organizational priorities. These requirements may change annually to meet emerging agency needs.
  • The portfolio supports a broad audience—from new supervisors to senior non-executive leaders—and includes two cohort-based development programs: one for aspiring managers and one for aspiring senior managers. These programs are competitive, vary in size (16–60 participants), and run 8–18 months, incorporating multi-day seminars, stretch assignments, and experiential learning.
  • The FAA retains the right to develop and deliver courses, seminars, conferences, and meetings using internal Government personnel or third-party providers under separate contracts. As such, the contractor will not have exclusive rights to deliver all training and development services.
  • The contractor must be capable of delivering the FAA’s portfolio of courses and programs—either partially or in full, to FAA organizations, other federal agencies, and applicable private sector entities. The contractor must also be prepared to deliver up to 80% of class offerings in regional field locations at the start of the contract.
