Solicitation Summary

GSA’s Public Buildings Service is conducting market research for a potential multiple-award construction IDIQ covering all 50 states and U.S. territories. The contemplated vehicle combines general construction, design-build and Construction Manager as Constructor (CMc) capabilities. Awards would be organized by geographic zone, with task-order competition among the applicable contract holders and potential use by other federal agencies.

Planning status: the September 17, 2026 RFI is not an RFP and cannot result in an award. Its October 5 response deadline has passed. SAM currently labels the record Active with an October 20 inactive date, but that does not reopen the response period. No current proposal deadline was verified as of October 17, 2026.

Background

The program was previously tracked as National Large Construction. An April 2026 RFI contemplated a $10 billion maximum ordering limitation. The September 17 update instead states that the aggregate ceiling is being determined and describes a potential ten-year structure. The earlier figure should not be treated as a confirmed current ceiling or guaranteed spending.

The acquisition remains developmental. GSA is considering a zonal, self-scoring selection approach and contractor on/off-ramping during performance. Contractors can use this stage to assess relevant project experience, geographic capacity and teaming needs, while reserving final compliance decisions for a released solicitation.

Requirements

These are contemplated scope and acquisition features from the September RFI, not final proposal instructions or confirmed award criteria. Any future solicitation and task order will control.

01   General Construction, Design-Build & CMc

Demonstrate the ability to deliver timely, cost-effective construction with design-build and Construction Manager as Constructor capabilities. Match project evidence and delivery capacity to the zones the team can actually support.

02   Zonal Coverage & Task-Order Competition

Task orders would normally be competed among holders in the primary zone. The contracting officer could broaden competition to additional zones while including the primary zone. GSA also anticipates direct ordering by other federal agencies.

03   Documented Self-Scoring

Prepare traceable evidence for technical capability, past performance and experience. The RFI includes a sample scorecard; the contemplated model requires documentation for each point claimed. Do not treat draft scoring thresholds or reserve language as final eligibility rules.

04   Pricing & Delivery Flexibility

The RFI contemplates a negotiated profit percentage for primary-zone orders, with lower rates allowed and specific flexibility for cross-zone competition. It also considers commercial and non-commercial task orders. Review the final pricing structure before committing resources.

05   Labor Planning & Risk

The RFI anticipates Project Labor Agreements for large-scale construction above the referenced threshold, subject to exceptions. GSA’s current PLA procedures and the future task-order terms must be reviewed rather than treating this as a blanket union-only eligibility rule. Review GSA’s PLA procedures.
