Requirements

  • The Defense Commissary Agency is seeking potential business manufacturers capable of supplying Integrated Facilities and Project Management System (IFPMS) (to include, but not limited to, Capital Project Management System (CPMS), Enterprise Maintenance Management System (EMMS), Facilities Service Request System (FSRS), Engineering Resource Management System (ERMS), Energy and Lifecycle Management System (ELMS), etc.)
  • The Contractor shall provide commercial off-the-shelf (COTS) or software-as-a-service (SaaS) Integrated Facilities and Project Management System (IFPMS). DeCA manages a global infrastructure of commissary facilities that require coordinated planning, construction, maintenance, and sustainability oversight. Existing systems are functionally fragmented, limiting enterprise-wide visibility, compliance, and operational efficiency. DeCA is interested in consolidating multiple legacy functions into an integrated platform that supports secure, interoperable, and data-driven management of projects, facilities, engineering budgets, service requests, and sustainability initiatives.
