Background

The Air Force Life Cycle Management Center Positioning, Navigation, and Timing Program Office develops, tests, and sustains Global Positioning System (GPS) User Equipment (UE) systems to provide precise Positioning, Navigation, and Timing information to a variety of Department of Defense (DoD) Allies’, and Partners’ weapon systems. These systems include but are not limited to the Software Defined User Equipment (SDUE), Miniaturized Airborne GPS Receiver (MAGR) 2000, Embedded GPS/Inertial Navigation System (EGI), Defenses Advance GPS Receiver (DAGR), GPS Antenna System (GAS-1), Advanced Digital Antenna Production System (ADAP), GPS Antennas, Antenna Electronics (AE), Resilient Embedded GPS/INS (R-EGI), Air Force Vanguard Transition programs, and alternative navigation capabilities. Some systems are in initial development and many of these systems are undergoing significant modernization efforts to respond to new threats, improve supportability, improve long-term resiliency, and adopt open architecture standards, and digital engineering best practices. Modernization efforts are underway for both the MAGR-2K and the EGI receiver systems in support of aircraft modernization efforts. Additionally, R-EGI and SDUE are in rapid development using the Middle Tier Acquisition authorities.

Requirements

  • This requirement will provide support services including, but not limited to, rapid response modernization acquisition and sustainment planning; program startup planning; manpower analysis; sustainment and production support; Foreign Military Sales future planning; Qualification Test & Evaluation (T&E) support; PNT systems, platform and weapons integration; planning and standards development; implementation of open architecture tenants and guidance assurance workshops; alternative or complementary navigation application development and integration; development of senior leader advocacy briefings; assured PNT engineering support; cybersecurity; information Assurance; aircraft, weapons and Multi-GNSS receivers and user equipment acquisition integration and planning in support of PNT.

  • The contractor shall perform contracting and acquisition studies, analyses, documentation preparation and review, assessments, cost analyses (including trade studies and pricing), and comparative logistics/cost trade-offs of specific problems or areas of emphasis. These efforts shall address contracting and business activities associated with the entire acquisition lifecycle framework.
  • The contractor shall perform studies and analysis for contract management, program management, engineering, financial management, logistics, test and evaluation (T&E) management, administrative, and configuration/data management.
  • Generation of products will frequently require participation on integrated product teams (IPTs) within PNT PO and other DoD communities preparing reports. The scope includes studies, analysis, and programmatic documentation for Government approval as defined below for major program milestones and other project acquisition efforts.
