Background

Naval Facilities Engineering Systems Command (NAVFAC) Expeditionary Directorate (Ex Dir) is the supporting Systems Command (SYSCOM) for the Navy Expeditionary Combat Enterprise (NECE). As such, NAVFAC supports expeditionary operations, the management of the Navy’s Table of Allowance (TOA) process, provides the warfighter the materiel solutions required to perform their mission, provides Theater Engagement (TE) and Contingency Engineering (CE) support to Fleet and Combatant Commands as well as providing budget and Program Objective Memorandum (POM) requirements and identifies resource gaps. The Ex Dir sets overall strategy and direction and provides oversight of the NAVFAC Engineering and Expeditionary Warfare Center (EXWC) Expeditionary Programs Office (ExPO).

Requirements

This contract provides the program management, engineering, logistics, training support, requirements analysis, data management and analysis, and financial management support to both the Ex Dir and ExPO. Program management support consists of making technical and programmatic recommendations based on acquisition policies, such as Department of Defense (DoD) 5000 series regulations, and providing administrative, training, and limited information systems support. Engineering and logistics recommendations will relate to the design, manufacturing, operation, and maintenance of vessels and expeditionary equipment. Requirements and data management analysis consists of technical, analytical and administrative support to ensure all materiel solutions are traceable to a specific capability requirement, and are accurately documented and maintained in the official repository for OPNAV approved TOAs.
