Requirements

The following technical areas are the overarching performance areas that characterize the major components of work that are expected to be executed under MIOES contract. Each technical area contains numerous capabilities that further refine / define potential performance areas.

  • TA1 – Enterprise Information Environment and RDT&E IT Services and Solutions
  • TA2 – MDS Mission IT Support and Solutions
  • TA3 – MDS Mission Operations
  • TA4 – MDIOC Facility Operations & Sustainment
  • TA5 – Systems Engineering & Program Integration

It is expected that over 65% of the value of work that will be performed under this contract will fall under technical areas 1 and 2.

The technical areas are interdependent and complementary, and operate in a very dynamic and challenging environment; the successful realization of the requirements within these technical areas requires significant integration, de-confliction, and reliance on the successful execution of contract requirements within all the technical areas.

In order for this acquisition to be successful, it must be established in a manner that incentivizes flexibility, productivity and innovation, provides opportunity for small business participation, controls costs throughout the product / service lifecycle, and maintains a competitive environment throughout its lifecycle.  The delivery of products / services needs to be a “Best in Breed” approach within each technical area with seamless integration and prioritization of work activities  while providing effective management and reporting of cost throughout the execution of this contract. Additionally, the MIOES contract(s) must acknowledge and accommodate for the shared use of common facility, communications, and IT infrastructure resources. Results of the market research and eventual acquisition strategy will continue to shape the scope of each technical area and the eventual scope of the MIOES contract.
