Background

NASA’s existing model of managing Grounds Maintenance, Custodial, and Pest Control Services through individual contracts at each center has supported localized control and operational flexibility; however, pursuing a streamlined, centralized contracting mechanism will increase efficiency and the ability to consistently meet mission needs.

The objective is to establish one or more overarching enterprise contract vehicles that will include a pool of awarded vendors who are eligible to compete for orders related to Grounds Maintenance, Custodial, and/or Pest Control services.  Each order will be tailored to each NASA center’s specific requirements.  The intent is to:

  • Streamline the Procurement Process – Most of the procurement effort will be performed at the enterprise vehicle level, which reduces administrative actions and streamlines pre-award activities.
  • Create Consistency – The enterprise contract vehicle(s) will standardize elements such as contract line-item numbers (CLINS), Data Requirement Deliverables (DRDs), and PWS language – making it easier for NASA to manage requirements, expenditures, and performance consistently.
  • Improve Strategic Visibility – The enterprise vehicle approach will enhance visibility across operations, enterprise-level spending, and resource utilization, providing valuable insights that will drive more informed decision-making.
  • Improve Scaling and Innovation – Innovative approaches, technologies, and process improvements may be limited to a single center or contract. The enterprise vehicle(s) will create a pathway to scale successful solutions across multiple centers, while still enabling local flexibility through individual orders.
