Requirements

This Statement of Objectives (SOO) defines the requirement for the development and fielding of multi-capable and innovative aircraft ground equipment (AGE) for the Aircraft Generation (AG) branch within Support Equipment and Vehicles Division (ROZ) under Program Executive Office (PEO) Combat Readiness (RO) of the Air Force Life Cycle Management Center (AFLCMC). The Period of Performance (PoP) for this Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) vehicle shall not exceed 10 years.

The AGE Section manages and supports end-to-end life cycle of AGE in support of warfighter air vehicle launch, recovery, and operations & maintenance (O&M) activities at operating locations worldwide. The supported aircraft platforms include, but are not limited to fighter, bomber, cargo/airlift, tanker, and un-manned. AGE consists of items utilized on the ground to support aircraft maintenance of various aircraft systems. AGE is transported by air vehicles; however, it is not utilized while in the air.

The overall scope of this SOO is to establish the requirements for the Next Generation AGE (NGAGE) IDIQ MAC to include, but not be limited to the following overarching AGE focus area categories to meet the end mission of launch, recovery, and O&M of aircraft:

  • Demonstrated production of AGE with more than one capability (for example, the legacy A/M32A-60A gas turbine generator providing both power and bleed air)
  • Demonstrated capability of Design/Development/Integration/Test/Production of Military Style AGE
  • Demonstrated capability of using Digital Engineering/Model-Based Systems Engineering (MBSE)
  • Demonstrated experience of innovating and modernizing AGE

The intent of this MAC is to allow rapid fund execution for designing, developing, testing, and implementing new solutions. This MAC is not intended for long-term sustainment, complete/full production runs, or build to print type acquisitions. Further, the Delivery Orders will not contain Interim Contractor Support (ICS), Contractor Logistics Support (CLS), or Advisory and Assistance Services (A&AS) support.
