Requirements

  • Contractor shall perform tasks related to personnel management, and development; security; strategic planning, communications, and business development; operations and plans; program management; financial management; acquisition planning and strategy; and safety and risk management.
    • Contract tasks for Strategic Initiatives and Staff services include:
      • Preparing, editing, and finalizing technical reports, scopes of work, status reports, annual reports, cost documents, job aides, briefings, and workforce communications.
      • Program management tasks include support to technical reviews, symposia, and technical meetings.  Contractor shall organize and facilitate conferences, workshops, and meetings.
      • Plan and conduct market research, collect data, analyze results, and present findings on various support staff topics.
      • Assess issues or questions related to technical reviews, workforce training, and mentorship/coaching to senior leaders.
      • Attend various web-and video-based teleconferences and face-to-face meetings in both classified and unclassified forums and will be expected to travel occasionally.
    • Additional Staff Services shall include:
      • Conducting analysis to provide recommendations for optimizing business processes and workforce capabilities and gaps.  Advise on labor and management employee relations.
      • Establish and maintain a comprehensive technology protection program.  Conduct operational security reviews and assisting in the application of the foreign disclosure program.
      • Supporting multi-criteria decision making, risk assessments, uncertainty analysis, gap analysis, vulnerability analysis, and analysis of alternatives.
      • Identifying potential partners to promote technology and collaboration opportunities.
      • Providing publication planning, writing, photography (including equipment), graphics, design, quality control, printing, and other services required to produce print publications in support of communications and business development.  Developing and maintaining internet and intranet web services.
      • Performing detailed analysis on assigned areas of interest using generally accepted analytical techniques and the Military Decision Making Process (MDMP) in support of CBC missions/tasks.  Assisting with internal and external taskings and coordinating events.
      • Providing budgetary and program analyst support.  Provide technical assistance and analysis of funding actions based on interpretation of budgetary laws, policies, and regulations.  Providing cost estimating expertise to programs as they progress through the acquisition cycle.
      • Support government personnel in the development of acquisition documentation.  Assist in tracking current and planned acquisitions.
      • Conducting risk analyses.  Preparing, reviewing, and processing standing operating procedures.  Developing safety documentation related to, but not limited to, explosives, chemical agents, biological organisms and toxins, radiation, and hazardous materials and chemicals.  Conducting inspections and compliance reviews and providing support to external audits and inspections.  Proposing changes to processes and documents based on inspection findings and changes to laws and regulations.
      • Providing support to the sustainment of the biological safety/surety programs and services necessary to support the Physical Security, Environmental Safety, and Emergency Management offices.
