Background

The OARM located in the RTP, NC area is responsible for providing facilities management and support services to approximately 1,500 EPA employees and 1,000 contractor employees currently at six different locations. The EPA Campus consists of three facilities, the Main Building (1,100,000 square feet), the NCC (100,000 square feet), and the FEELC – the child care center (25,000 square feet). Other locations include the Page Road Warehouse (currently housing Receiving/Delivery Operations & Wind Tunnel Operations), RTF (86,909 square feet), and HSF on the UNC campus (136,786 square feet).

The EPA functions in a rapidly changing environment. This environment creates varied and ever-changing conditions for OARM within the facilities and operations service areas. To meet and deal professionally with these constant changes, EPA requires an institutional support service contract to provide an immediate response to increased needs for additional personnel and facility/support service capabilities to meet the ever-changing program requirements.

Requirements

Facilities Maintenance and Support Services include, but are not limited to the Maintenance and Operation of Facilities, including all facility infrastructures located on surrounding federal property, buildings, and equipment; the design and fabrication of hardware and equipment; engineering documentation; alterations and repairs of buildings, equipment and electrical, mechanical plubing systems; review of proposed changes to EPA-RTP facilities shop services; and routine and/or scheduled preventative maintenance inspections and repair.
