Background

This is a follow-on requirement to support the Secretary of the Air Force (SecAF) establishment of the Service Acquisition Executive (SAE) of the Department of the Air Force for Space Systems and Programs in October 2021. SAF/SQ is structured to, among other duties, integrate space architectures and acquisition programs across the Department of Defense and minimize duplication between various DoD and intelligence community capability providers. SAF/SQ has overall responsibility for the acquisition of space systems and programs for the Department of the Air Force. SAF/SQ chairs the Space Acquisition Council (SAC). SAF/SQ is a member of the Air Force Council, Space Force Council, Capability Development Summit, and other related bodies. Overarching organization responsibilities include technical integration, science and technology, capability delivery, program and policy integration, business support, USSF contracting, Functional Authority responsibilities for 2K Force Modernization Guardian Officers in the 62E Developmental Engineer and 63A Acquisition Management career fields and additionally, SAF/SQ has delegated SecAF authority and, business support assignment of responsibility as: 1) the DoD Executive Agent for the management of the Space Test Program; 2) the Senior Procurement Executive (SPE) duties and authorities for space systems and programs (per FY22 NDAA).

Requirements

Advisory and Assistance and Professional Services. The services requested and expected on this vehicle are professional in nature. The Systems Engineering Technical Assistance (SETA) contract will provide support to the Office of the Assistant Secretary for Space Acquisition and Integration, (SAF/SQ). The contract support will assist with enabling SAF/SQ to meet all technical, space acquisition-related, and support advisory and assistance services for the Space Service Acquisition Executive (SAE) in support of its space-related activities.

The Contractor’s output may take the form of information, advice, opinions, reports, alternatives, analyses, evaluations, recommendations, Information Technology (IT) tools, training, and/or services to complement the Government’s expertise and to allow the Government to function more efficiently. The nature of the work will at times require that the Contractor be capable of quick responses to stringent deadlines. The Contractor shall be capable of working both within a team and independently when necessary. This section describes the general requirements and services the Contractor shall provide to the degree, depth, and frequency prescribed by the Government.

This task order will cover services that are: classified (Secret, Top Secret, SCI, and Special Access Program (SAP)) and/or unclassified; and performance will be at the Pentagon, and other SAF/SQ office locations within the National Capital Region (NCR).

Due to the dynamic nature of our work, modifications to increase the level of support are possible. The contractor should be prepared to increase support based on the needs of the Government. Contractors shall include pricing to cover up to 6 months of additional support as required in FAR Clause 52.217-8.
