Background

Requirements

  • The key task areas for this effort may include but are not limited to the following:
    • IT Support
      • The contractor shall provide operations and life cycle maintenance on-site support for the NSWC PCD unclassified and classified network. The contractor shall technically support the local area network cable plant consisting of inside and outside fiber optic cable. The contractor shall provide technical support of installation, configuration, patching, remediation, and troubleshooting of the Research, Development, Test & Evaluation (RDT&E) network client desktop operating systems. The contractor shall provide limited server and network administration support as defined in Government developed or approved Standard Operating Procedures (SOPs).
    • Data Administration and Support
      • The contractor shall provide database administration support consisting of architects, designs, oversees the development of, or administers computerized databases, installs the applicable databases onto the appropriate computer operating systems, creates databases, configure databases (for a data warehousing application), use import utilities to install databases.
    • Systems Administration Support
      • The contractor shall provide a Network and Computer Systems Administrator that will install, configure, troubleshoot, upgrade, maintain, and replace or remove hardware and software components comprising the NSWC PC RDT&E network, government servers connect to the NMCI/NGEN network and other systems to ensure their confidentiality, integrity, and availability.
    • RDT&E Development, Security, and Operations (DevSecOps) Administration
      • The contractor shall perform and support installs, configurations, updates, and troubleshooting of the DevSecOps and Continuous Integration and Continuous Delivery (CI/CD) tools.
    • RDT&E Laboratory Support
      • The Contractor shall install, reconfigure, upgrade, and replace or remove hardware and software components comprising the NSWC PCD Network community. The Contractor shall supply desktop support for network related Microsoft Windows and RedHat Linux computer software on compatible hardware. The Contractor shall troubleshoot, install computers, and connect software or hardware to the network accordance with industry standards and SOPs designed and approved by NSWC PCD Government personnel. The Contractor shall provide RDT&E helpdesk support.
    • Network and Server Administration Support
      • The contractor shall provide support to NSWC PCD Network Operations. This support includes the installation, configuration and maintenance of network switches, routers, firewalls, wireless controllers and wireless access points.
    • Cable Plant Support
      • The Contractor shall install, configure, upgrade, and replace or remove cable plant hardware and software components comprising the NSWC PCD network infrastructure.. The Contractor shall implement and manage a NSWC PCD specified Preventative Maintenance Program, for the equipment comprising the NSWC PCD RDT&E Network cable plants. Preventive Maintenance shall be defined as those actions required to keep the cable plants, network devices, and other components of the network operational (prior to failure) in accordance with manufacturer specifications. The Contractor shall perform remedial maintenance for all hardware and software components comprising the NSWC PCD local area network (LAN) infrastructure.
    • Enterprise Architect Support
      • The Contractor shall install, reconfigure, upgrade, and replace or remove of hardware and software components comprising the NSWC PCD Network infrastructure. The Contractor shall support client configuration changes to the network due to the addition, relocation, or removal of personnel, and the upgrade or replacement of software in compliance with STIGs. The Contractor shall provide desktop support for network related Microsoft Windows computer software on Windows compatible hardware. The Contractor shall troubleshoot, perform computer installs, and connect software and hardware to the network in accordance with industry standards and NSWC PCD SOPs.
    • Telecommunications Support
      • The Contractor shall provide data entry, help desk support, and overall customer service for wireless Telecommunication devices and office administration, e.g. smartphones, tablets, and hot spots.
    • Web Software Development Support
      • The Contractor shall design, code, and document portions of applications programs for electronic computers and associated equipment for scientific systems or commercial projects. The Contractor shall provide web support including the architecture, design, and development of the NSWC PCD internal and external web pages. the Contractor shall update entries as needed, update contributors on web page submission standards and requirements, and provide page maintenance including removal of stale pages and detection and elimination of faulty URL links. The Contractor shall proficiently utilize the following: HTML, CSS, C Sharp (C#) programming language and Visual Basic (VB) .NET, SharePoint 2010, VBscript, and JavaScript. The Contractor shall provide scripting and alternative page delivery skills as well proficiently utilizing Adobe Photoshop, Adobe Flash, and other audio and video web production tools to ensure compliance with Section 508 of the Rehabilitation Act of 1973 is required. The Contractor shall prepare and implement a modular Active Server Page (ASP), .NET and JavaScript framework to replace legacy components such as Asynchronous JavaScript and Extensible Markup Language (XML) (AJAX) functionality. The Contractor shall program an ASP web page to connect to, retrieve, edit and update SQL tables. The Contractor shall technically support database maintenance, input of data, organizing data, and running reports.
    • Network Security Administration and Systems Administration for Secure Defense Research and Engineering Network (SDREN) Requirements
      • The Contractor shall provide system administration and cyber security support for the NSWC PCD RDT&E SDREN Laboratory Network. This support requires the ability to be qualified as a Local Element (LE), and access to Controlled Cryptographic Items (CCI) that are located in restricted areas.
    • Cybersecurity Support
      • The Contractor shall provide Cybersecurity support to ensure compliance with DoD, Department of the Navy (DoN) and Naval Sea Systems Command (NAVSEA) Cybersecurity policies including compliance with the Department of Defense Risk Management Framework (RMF) Assessment & Authorization process. The Contractor shall be familiar with the National Institute of Standards and Technology (NIST) standards as they apply to cybersecurity, cybersecurity, and as DoD evolves the Assessment & Authorization process to align with NIST standards. This includes hardware or software IT systems where NSWC PCD is the lead development agency, IT systems developed for use at NSWC PCD or deployment outside NSWC PCD, legacy applications and systems that are part of NSWC PCD networks and systems and applications. The Contractor shall assist with the ISSO functions for a designated RDT&E lab. The Contractor shall solve all phases of complex cybersecurity related technical problems, review and recommend cybersecurity solutions based on an understanding of products or systems test results. The Contractor shall identify, track, and manage lab members Cyber Security Workforce (CSWF) certification status in accordance with DoD 8570.01-M. The contractor shall serve as the Navy Qualified Validator (Level 2 or higher) and Assessment and Authorization (A&A) support staff. The contractor will work with the Government Senior Validator and A&A Lead to facilitate all accreditation efforts for the NSWC PCD Core Networks, labs, and associated systems. The contractor will create and track RMF A&A packages in the DoN Enterprise Mission Assurance Support Service (eMASS) system (Unclassified and Classified). Tasks include assessing and documenting RMF Security Controls, assessing and documenting compliance with Security Technical Configuration Guides, reviewing security assessments generated by the Assured Compliance Assessment Solution (ACAS), distilling vulnerability information into the eMASS POAM and a Risk Assessment Report, creating and updating System Life-Cycle Management Plans, System Assessment Plans, and all other pertinent A&A documentation, using the NAVSEA RMF SOPs.

      • The highest security classification and access for work under this requirement is Secret.
