Background

The General Services Administration (GSA) Center for Charge Card Management (CCCM) is responsible for overall program management and leadership of the GSA SmartPay® Program. This government-wide program provides commercial charge card and payment related services to approximately 250 federal government agencies, organizations, and Native American Tribal organizations. In fiscal year 2023, more than 4.5 million GSA SmartPay 3 card/account holders spent more than $37.5 billion, through 88 million transactions. The current period of performance for the GSA SmartPay 3 master contract ends on November 28, 2031. As part of the transition to the next iteration of the GSA SmartPay program, CCCM drafted a performance work statement (PWS) to identify an industry partner to support the development of the next GSA SmartPay master contract.

Requirements

CCCM requires a contractor to provide support for the development of the next iteration of the GSA SmartPay master contract. The contractor shall provide the following support services within assigned timelines:

  • Project management, document management, and administrative support
  • Market research
  • Technical writing
  • General acquisition support
  • Contractor bank onboarding
  • Task order support

Project management, document management, and administrative support:

  • The contractor shall support CCCM in the development, management, and implementation of project plans and timelines associated with the GSA SmartPay master contract development. The contractor shall manage versions of all active documents. The contractor shall also provide administrative support, which includes but is not limited to meeting support and notes management

Market research:

  • The contractor shall support market research for the development of the GSA SmartPay master contract in topics that include, but may not be limited to the following:
    • Banking and financial services research (e.g., fintech)
    • Industry trends and innovation
    • Product and service pricing
    • Refunds, rewards/benefits plans (e.g., dining rewards)
    • Data
    • Security
  • Examples of methodology include, but are not limited to, the following:
    • Conducting focus groups
    • Hosting working groups
    • Customer surveys
    • Research papers Any methodology shall take into consideration both in-person and virtual participation.

Technical writing:

  • The contractor shall provide technical writing services and support (e.g., requirements language drafting, market research report drafting, incorporating changes to relevant documentation)

General acquisition support:

  • The contractor shall provide acquisition support that may include, but is not limited to, the following:
    • Acquisition planning and strategy recommendations
    • Drafting acquisition documents (e.g., requests for information)
    • Compiling industry and customer responses
    • Evaluation advisory support (e.g., security, systems, pricing)
    • System evaluation support

Contractor bank transition assistance:

  • The contractor shall support CCCM in developing materials to assist in transitioning contractor banks, once the GSA SmartPay master contracts have been awarded. This may include, but is not limited to facilitating onboarding (e.g., program overview, master contract review, agency introduction, introduction to the task order process) sessions

Task order support:

  • Once the GSA SmartPay master contracts have been awarded, agencies will issue task orders. The contractor shall support CCCM in developing materials to help train agencies in ordering from the GSA SmartPay master contract, which includes specific training for how to write task orders. This may include developing or updating existing documents and tools

Personnel skills and knowledge:

  • The contractor shall provide access or have reach-back capabilities to subject matter experts for all topics and related matters in the following areas:
    • Project management
    • Acquisition and procurement
    • Government charge cards
    • Commercial payments
    • Industry payment trends
    • Vendor/merchant agreements
    • Pricing/refunds analysis
    • Banking and payments online platforms and tools
    • Data management
    • Banking system security, including but not limited to Payment Card Industry (PCI) standards
    • Federal system security laws, including and not limited to Federal Information Security Management Act (FISMA) and FEDRamp

Expectations for performance and work quality:

  • The contractor shall be responsible for the following:
    • Deliverables that are free of mistakes
    • Meeting deadlines as assigned by the Government
    • Regularly updating and monitoring recurring deliverables
    • Being responsive to government requests
    • Being available for meetings
    • Attending meetings
    • Identifying personnel with the appropriate experience and expertise, upon request
    • Incorporating SME input into deliverables and work products
