Requirements

Project Description: The Project site is bound by two public streets to the west and north, park to the south, and rail tunnel to the east. There is a significant drop of elevation as much as 8 meters from the east side along the rail tunnel to the intersection of Rue de la Gare and Rue de la Grande Haie to the northwest. The existing site is dominated by the ING headquarters, the former BBL headquarters. This is a Brutalist style building designed by Jacques Wybauw in 1974. The existing building is 139,325m2 in total, made up of 11 stories above grade (62,275m2) and 4 stories below (77,050m2).

The NEC will include the design/build construction of a

  • New Office Building (NOB), which will include a Controlled Access Area (CAA)
  • Marine Security Guard Residence (MSGR)
  • Support Annex (SPX)
  • Main Compound Access Control (MCAC)
  • Service Compound Access Control (SCAC)
  • Consular Compound Access Control (CCAC)
  • Parking Garage (PKG) and Utility Building (UTL)

All Facilities will total approximately 42,290 Gross Square Meters (GSM) Due to site constraints, both the MSGR and the Utility Building program will be fully integrated into the NOB. The SCAC and SPX are also combined into a single structure.
