The Department of the Air Force, Air Force Materiel Command, Air Force Test Center, 96th Test Wing has a continuing requirement for airborne and range instrumentation, infrastructure, facilities, and technical expertise to support fielding of war winning capabilities.

The purpose of Test & Evaluation Technologies for Ranges, Armaments & Spectrum III (TETRAS III) is to provide airborne and range instrumentation, infrastructure, facilities, and technical expertise to support fielding of war winning capabilities. This includes major test facilities and simulators throughout the Department of Defense (DoD) for the test of weapon systems, Command, Control, Communications, Computers, Cyber-Defense, Combat Systems, Intelligence, Surveillance and Reconnaissance (C6ISR), and electronic combat systems, components, and instrumentation for, but not limited to, environmental behaviors, vulnerabilities, performance, warhead characterization, climatic behaviors, and data distribution. TETRAS III will provide instrumented capabilities for future test missions, and expand DoD test large-footprint munitions, and increase mission throughput which will enhance today’s test and training capabilities and support new investments in instrumentation and connectivity.

The TETRAS III Indefinite-Delivery-Indefinite-Quantity (IDIQ) multiple award contract will be a valuable tool for the test and test user community to support the changes and advances in the test landscape and will provide future test programs with the contracting vehicle to meet their needs. The intent of TETRAS III is to deliver innovative testing and evaluation capabilities to the warfighter with increased speed and agility. Eglin Air Force Base (AFB), along with all associated DoD test ranges, continues to support the 2022 National Defense Strategy to design open systems that can rapidly incorporate cutting-edge technologies, advance research and development capabilities that include directed energy, hypersonics, integrated sensing, and cyber, as well as implement institutional reforms that integrate our data, software, and artificial intelligence efforts and speed their delivery to the warfighter. The scope of this contract will not include Assistance and Advisory Services (A&AS) support. Research and Development Services call for original investigations to gain new knowledge, and for the creation of new products and processes.

The primary objective of this contract is to provide the 96th Range Group, along with other DoD organizations and their customers the capability to meet the need to urgently develop and modify T&E systems and facilities as the test community employs technologies to ensure the performance of 5th and 6th generation weapons and cyber systems and begins the process of validating and transitioning to those new technologies. Testing modern weapons systems with rapidly changing technologies and tactics are inherent to National Defense programs. The capability for rapid response, surge capacity, and flexibility to manage unforeseen events is a critical requirement to meet short lead-times and dynamic test requirements. This contract provides the capability to respond rapidly to customer test requirements that cannot be accomplished through the traditional acquisition life cycle, particularly when acquiring highly specialized hardware/software. Implementing improvements and upgrades of test capabilities to support developmental and operational tests of C6ISR, munitions, and electronic combat systems and next generation operational environments.
