The Department of Homeland Security, Immigration and Customs Enforcement has a requirement for transportation support services within all 254 Texas counties participating in the 287(g) program.

• The Illegal Immigration Reform and Immigrant Responsibility Act of 1996 added Section 287(g) to the Immigration and Nationality Act (INA) — authorizing U.S. Immigration and Customs Enforcement (ICE) to delegate to state and local law enforcement officers the authority to perform specified immigration officer functions under the agency’s direction and oversight.
• The 287(g) Program enhances the safety and security of our nation’s communities by allowing ICE Enforcement and Removal Operations (ERO) to partner with state and local law enforcement agencies to identify and remove criminal aliens who are amenable to removal from the U.S.
• The 287(g) program allows ICE — through the delegation of specified immigration officer duties — to enhance collaboration with state and local law enforcement partners to protect the homeland through the arrest and removal of aliens who undermine the safety of our nation’s communities and the integrity of U.S. immigration laws.

• ICE requires ground transportation services to support up to 254 Texas counties participating in the 287g program with transportation to 36 ICE locations.
• The support requirements at a minimum include:
  • Pickup location is anywhere in Texas.
  • Contractor to provide 24/7/365 services to respond to any location in Texas within 30 minutes.
  • ICE assumes contractors will set up-up various regional hubs to meet the pickup needs with the following additional expectations:
    • Expected tempo is two trips per hub, per shift and each trip being 100 miles on average.
    • ICE assumes use of 7-seat SUVs
    • 80% operational readiness rate for SUVs
    • 2 FTEs and 1 SUV available 24/7/365 at each hub
    • Three shifts per day at each hub
    • 50% staffing relief factor (sick leave, vacation, etc.)
    • One hub near each county jail (total of 254 hubs)
  • Contractor provides all plant labor, equipment fees licenses, support and dispatch/command & control to accomplish safe, efficient operations of both employees and aliens.
  • Minimum services include ground transport of up to five aliens, with driver, armed guard and all equipment and consumables.
  • Transport from pickup location to nearest ICE sub-office.
  • Comply with National Detention Standards (NDS) 2025 or appropriate ground transport contract requirements.
  • Drivers licensed to perform missions in any location in Texas.
  • Armed guards licensed and certified to operate in any and all local, county state and ICE locations.
  • Comply with all federal, state, and local.
• APFS REQUIREMENTS:
  • This contract is for the provision, operation, and management of the transportation and protection of detainees for the U.S. Immigration and Customs Enforcement (ICE) arrested under the 287(g) Program throughout the State of Texas. Services will be needed at locations across the entire state of Texas with possible travel to ICE locations in bordering states. This contract will provide contract vehicles, staff, two person teams to securely transport detainees 24 hours a day, 7 days a week, including holidays as specified by the Government and centralized 24/7/365 dispatch operations co-located at the ICE 287(g) National Coordination Center in the greater Nashville, Tennessee area. Services will be available to the requested location within 30-minutes of notification.
