Background

The TSA Mission is to protect the nation’s transportation systems to ensure freedom of movement for people and commerce.  The APM office’s mission states: “We deliver innovative, mission-driven capabilities required by the frontline to safeguard America’s transportation system”.

The Electronic Baggage Screening Program (EBSP) was established by congressional mandate for screening of all passenger checked baggage for prohibited items, including explosives.

APM achieves this mission by managing the full life-cycle of screening equipment acquisition activities including requirements identification, testing, procurement, deployment and sustainment.

Congress authorizes TSA to make grants to airports to help strengthen the nation’s critical infrastructure against risks associated with potential terrorist attacks. TSA utilizes letters of intent (LOI) and other transaction agreements (OTA) as funding instruments to reimburse airport sponsors for eligible aviation security projects. TSA distributes funds to airports to assist in infrastructure improvements to enhance the ability of airports to:

  • Install baggage conveyer systems related to aviation security.
  • Reconfigure terminal baggage areas as required to install explosives detection systems.
  • Deploy explosives detection systems behind the ticket counter, in the baggage sorting area or in line with the baggage handling system.

Within APM, the DLD ensures that the most efficient and effective capabilities and technology are deployed for checked baggage screening operations. DLD develops and implements field communication strategies prior to deploying equipment, and ensures regional consistency in all deployment activities/standards for checked baggage deployment. DLD coordinates and prioritizes deployment efforts with partners to ensure appropriate timelines and support are in place to effectively deploy qualified screening equipment.  DLD deploys and maintains operational efficacy of screening technology that ensures operating conditions continue to meet or exceed procurement expectations and criteria during equipment life cycles. DLD develops and maintains a Security Capabilities Deployment Plan that is sustainable for the field.

Currently TSA uses Explosives Detection Systems (EDS) in in-line (EDS Type I) or Standalone (EDS Type II) configurations and Explosives Trace Detection (ETD) equipment to screen checked baggage.  Checked baggage screening solutions are designed to meet the screening demand required with the most cost effective solution.  All qualified screening equipment is considered to find the optimal Checked Baggage Inspection System (CBIS) type for each baggage screening location while considering many factors related to available infrastructure, baggage screening demand, and cost to procure, install, and maintain the CBIS type.

Requirements

  • This Contract is for services related to the Deployment of Checked Baggage Screening Equipment.
    • This includes on-site coordination and oversight support of airport aviation security screening projects; coordination and execution of screening equipment installations, relocations, and removals; design support; site surveys, shipping, rigging, test readiness validation, site preparation, and site restoration.
  • Checked Baggage Deployment Services – General Requirements
    • Currently TSA deploys Type II Reduced Size EDS (RSEDS) processing a minimum of 150 bags per hour (bph) in Standalone and mini- In-line configurations, and Type I EDS processing a minimum of 400 bph in In-line configurations.  Explosives Trace Detectors (ETDs) are also used for checked baggage screening.  A full list of all current qualified checked baggage screening equipment is captured in the Planning Guidelines and Design Standards (PGDS).  The TSA reserves the right to fluctuate the type, quantity or location of technologies deployed based on TSA needs.
    • The Contractor shall be responsible for all deployment services of Checked Baggage Technologies for the screening of checked baggage.  The Contractor shall be responsible for all tasks associated with the shipping, rigging, installation, relocation, decommissioning of CB screening equipment and peripherals at geographically dispersed airports, TSA labs, other government sites, and other locations within the United States and potentially international locations requested by TSA.  Some installations and removals may require site preparation or site restoration.
    • Each TO awarded will specify locations for performance of work as well as the specific work needed to be performed.  For each specified site, Contractor shall obtain, as required, all necessary approvals, permits, authorizations for the screening equipment installations.
    • In addition to airports, the contractor may also be asked to ship, rig and install screening equipment to government labs, training facilities, universities and other sites in support of TSA’s mission.  The Contractor may also be asked to ship, rig and install equipment in support of DHS special events or internationally in support of the Department of State.

  • In-line Deployment Services
    • The Contractor shall provide site lead support at various airports with multiple active projects. Section 2.2.1 in this SOW lists previous projects for informational purposes in understanding expected workload.  Future Project locations and EDS quantities are subject to change based upon the availability of funds and EDS units. The Contractor shall support projects at varying phases of the deployment-cycle, from design to CBIS testing and closeout.
    • The contractor shall provide invoice review support services for TSA using a structured, repeatable review process for invoices received from airports under funding reimbursement agreements.
    • The Contractor shall, as required, provide services to support the installation of new technology to support TSA test and evaluation of the new technology.  The Contractor shall, as required, support evaluations of baggage screening systems and implement corrective actions as approved by TSA.  As required by task order modification or task order, the Contractor shall support all required system evaluation, site surveys, site preparation, mechanical and electrical installation, programming, testing, and testing support to successfully integrate new technologies and implement corrective actions for baggage screening systems
    • The Contractor shall, as required, support maintenance actions or Baggage Handling System (BHS) activities such as clearing rigging path and removing equipment from installed systems.
    • In-line Site Lead Support Services
      • The Contractor shall provide Site-Leads to support a number of concurrent projects (see tables in 2.2.1 for previous years’ metrics).  Specific projects will be listed in each TO.
      • When conducting Test Readiness Review and pre-testing oversight, two (2) Site Leads must be present at the site.  Exceptions must be approved in writing by the Checked Baggage Deployment Coordinator (CB DC).
      • The Site Leads shall:
        • Be familiar with all Checked Baggage systems at all assigned airports;
        • Obtain and maintain, for the life of the project, an airport badge with escort privileges, for each airport within their responsibility;
        • Be able to oversee 4-6 projects on average.
        • Support project planning, coordination and technical advisement services to facilitate checked baggage EDS and ETD installation, removal and relocation, and support of airport projects;
        • Be the technical liaison for the DLD CB DC throughout the lifecycle of each project;
        • Keep the CB DC informed on project progress and issues to avoid negative impacts to schedule, cost or performance;
        • On occasion, be required to support surveys of potential projects at sites as directed by the CB DC, and inform the CB DC about any new CBIS projects at assigned airports as they become known
      • More detailed resource allocation discussions will occur at Task Order award.
      • Site Lead Support Services – Project Coordination
        • Coordination and Oversight:
          • The Site-Lead shall:
            • Coordinate, monitor and report project schedule activities to TSA.
            • For integrated CBIS projects, conduct a minimum of one site visit every 30 days, unless waived by the CB DC for that particular project.  The Contractor shall submit a trip report after the conclusion of the site visit
            • Assess monthly CBIS project progress against the CBIS project schedule, designs, specifications and TSA CBIS Planning Guidelines and Design Standards (PGDS) and report any variances that may create risk to schedule, cost, or performance to the CB DC.
            • Advise on project schedule developments impacting project progress for EDS, ETD and BHS installation, integration and testing activities and assist the CB DC with schedule risk mitigation solutions.
            • Track project activities related to installation of EDS and ETD equipment to ensure timely delivery and installation of TSE to the site.
            • Address and report all known project issues as they relate to airport construction milestone progress that affect established project cost, schedule or performance to the CB DC and aid in risk mitigation planning with the CB DC.
            • Provide daily updates to the CB DC for site activity during CB screening equipment installation, relocation, removal and testing.
        • Meetings:
          • The Site Lead shall:
            • Attend internal and external TSA CBIS Design Review meetings.
            • Coordinate and attend meetings with the Integrated Local Design Team (ILDT) for CBIS project execution.
            • Represent, as required, the CB DC at meetings and provide minutes of those meetings to the CB DC.
            • Attend at least one monthly construction meeting during active work on a project and more where work activity requires it such as leading up to installation of equipment or a testing event.
      • Site Lead Support Services – Design Support
        • The Site Lead shall, as required, assist the CB DC during the design phase by attending via telecon or webex the airport project team design meetings.
        • The Site Lead shall, as required, participate in and provide subject matter expertise to TSA Design Reviews of the CBIS, such as at the 30%, 70%, and 100% design submittals.
      • Site Lead Support Services – Construction
        • The Site Lead shall review project construction progress against the approved designs to ensure PGDS compliance, notify the CB DC of discrepancies between construction and design, and provide corrective recommendations to TSA.
        • The Site Lead shall provide subject matter expertise on the work completed by the airport to the OTA invoice validation review performed by the Contractor. (Reference SOW 4.2)
      • Site Lead Support Services – Installation and Testing
        • The Site Lead shall coordinate the implementation phases from shipping through operational status, to include timely shipments, delivery, installation, integration, and removal of TSA security screening equipment in accordance with the airport project schedule
        • Site Lead Input Sheet (SLIS):
          • The SLIS is required by APM’s Checked Baggage EDS acquisition CORs to task their OEM contractors.
          • The Site Lead shall complete and submit the SLIS to the CB DC prior to the EDS delivery, relocation or removal date. For recapitalization projects the SLIS should be done during the 30% design phase. The SLIS will include all project requirements including but not limited to:
            • EDS Configuration, Installation and Rigging requirements
            • EDS Integration requirements and support
            • EDS and integration test support requirements
            • EDS Network equipment requirements (number of On-Screen Resolution (OSR) workstations and Level 3 workstations) and local existing network configuration (if applicable)
            • For relocations and removals: current configurations, EDS main unit serial number, TSA barcode number, and any associated peripheral(s) with serial number and TSA barcode including location at the site, and condition codes for all units
            • If required, identify needed EDS unit upgrade kits with associated peripherals

        • Shipping and Rigging:
          • The Site Lead shall:
            • Coordinate shipments of Checked Baggage Screening Equipment to support project milestones.
            • Ensure installation site readiness is confirmed prior to scheduling EDS delivery or submitting the GPM DD-1149.
            • Oversee the delivery, rigging and placement of the screening equipment.
            • Coordinate the removal or disposal of excess equipment as directed by the CB DC.
        • Installation and Testing:
          • The Site Lead shall:
            • Attend Factory Acceptance Test (FAT) of the BHS Contractor for the site specific CBIS and document all discrepancies against PGDS and BHS specifications to the CBR DC CB DC and ILDT
            • Oversee the installation and integration of the screening equipment.
            • Schedule activities for the EDS Operational Readiness Test (ORT) or EDS Site Acceptance Test (SAT), which are conducted by the OEM and witnessed by the TSA’s Acceptance Testing contractor.
            • Witness and validate the Test Readiness Review as part of the ILDT pre-testing phase and ensure PDGS compliance.
            • Notify the CB DC of test results on a daily basis and any impact to performance or schedule of the project
            • Upon the conclusion of TRR, submit a Test Readiness Notification (TRN) to TSA with a recommendation of whether the system is ready to proceed to Integrated Site Acceptance Testing (ISAT).
            • Be responsible for coordinating schedules of the TSA Acceptance Testing contractor and the ILDT leading up to ISAT.
            • Observe and support ISAT activities.
            • Coordinate, monitor, and validate the completion of deficiencies identified from the ISAT.
            • Coordinate, monitor and validate any additional construction phase post ISAT.
        • Live Bag Screening:
          • The Site Lead shall:
            • Be on site, at a minimum for the first 3 business days of live operations of in-line systems.
            • Perform on-site observations and record deficiencies during the run-in period at the start of Live Bag Screening to report on system performance to the CB DC by collecting BHS reports and advising the CB DC of impacts to CBIS performance.
            • Ensure the proper BHS processes and procedures are followed and shall report their observations in a daily update to the CB DC and TSA’s Acceptance Testing team.  System processes and procedure assessment shall include:
              • Gathering Daily BHS reports
                • Daily Checked Baggage Resolution Area (CBRA) Executive Summary and Bag Processing Timer Reports
                • Daily Photocell or Photoelectric Cell (PEC) tracking Report
                • Daily CBIS Executive Summary reports
              • Observing operational procedures
                • Bag Induction and bag hygiene at ticket counters
                • Fail-safe resolution
                • Jam resolution
                • Transfer of bags process from Bag Removal Point to Bag Inspection Station in CBRA
                • Reinsertion of bags (if applicable)
                • Operational Test Kit (OTK) bag processing
                • Staffing in CBRA and OSR
            • After TSA’s Acceptance Testing contractor issues the test report following run-in, assist the CB DC with coordinating, monitoring and validating deficiency resolution by the project sponsor.
      • Site Lead Support Services – Decommission and Closeout
        • The Site Lead shall provide oversight during the removal of EDS units and other screening equipment.
        • The Site Lead shall provide all closeout documentation to the CB DC.  Closeout documentation, as outlined in PGDS.  Examples include:
          • As built drawings
          • Final project milestones
          • Copy of final PLC code
          • Lessons learned
          • Close-out checklist
          • Preliminary findings of safety walkthrough
    • In-line Equipment Installation Services
      • The Contractor shall obtain all necessary approvals, permits, authorizations required for each site.  The Contractor shall be responsible for determining all local airport requirements needed to support the execution of work in the airport environment.
      • The Contractor shall coordinate all work with TSA operations at each airport to minimize disruption or interfere with operations.
      • The Contractor shall perform rigging, installation and removal of equipment outside of normal business/operation hours (i.e. at night, during weekends, or other varied non-operational hours) when possible.
      • The Contractor shall be responsible for shipping, delivering and rigging EDS, peripherals, ETD and FF&E equipment in accordance with Original Equipment Manufacturer (OEM) guidelines and industry best practices.  TSA may support direct shipment of EDS peripheral equipment directly from the OEM manufacturing site to the operational location.  The Contractor shall coordinate with TSA and the OEM to verify the shipment and delivery schedule of all screening equipment for the project.
      • The Contractor shall ship and deliver EDS, peripherals, ETD and FF&E to/from the TSA Warehouse, airport locations, or OEM facilities, as directed within the task orders.
      • The Contractor shall, as required, arrange for storage of TSE, peripheral, and FF&E at a local rigger’s warehouses until the equipment can be delivered to its final destination.
      • The Contractor shall be responsible for the disposal of all excess shipping and crating materials.
      • The Contractor shall report any and all missing, damaged, or lost equipment in an Incident Report to the TSA Government Property Manager and the Checked Baggage Deployment Coordinator immediately upon incident.  The Incident report shall include pictures to document the damage.  The Incident report email shall also be copied to the TSA Contracting Officer, the IDIQ Contracting Officer’s Representative (COR), the Task Order COR, the DLD Regional Branch Manager.
      • The Contractor shall be responsible for installation/removal activities necessary to support placing or removing EDS, ETD and ancillary screening equipment in their final operational configuration.
      • TSA separately contracts with the OEM for installation and support services of EDS screening equipment.  The Contractor shall, as required, subcontract the OEM for screening equipment installation activities.  The Contractor shall subcontract the OEM or a certified technician to install the EDS, ETD and ancillary screening equipment in accordance OEM installation guides and site design, while incorporating industry best efficiency and safety practices.
      • EDS equipment includes, but is not limited to, the following:
        • EDS unit (scanner and associated entrance/exit conveyors/tunnels).
        • EDS Primary Viewing Station, EDS Secondary Viewing Station, EDS networking equipment, or any equipment required to support EDS operational or screening activities such as viewing stations, reporting stations or other image viewing devices (considered as peripherals), Uninterruptible Power Supply (UPS) units, and EDS upgrade equipment
      • ETD equipment includes, but is not limited to, the following:
        • ETD units, ETD consumables, and ETD cabinets
        • ETD inspection tables
      • CBRA equipment includes, but not limited to, the following:
        • Safety and ergonomic devices such as bag inspection tables, lift assist devices, roller conveyors, flooring, and other similar devices/equipment.
        • On-Screen Resolution Area (OSR) equipment includes but not limited to the following:
        • Control/supervisor workstation with a Network Control Computer (Control Interface or Master Control Station), Closed Circuit Television (CCTV) interface, and communications
        • Primary Viewing Stations
        • Administrative area that includes a printer
        • Wall mounted BHS display
        • CCTV display of the CBRA
    • 1.3.Reimbursement Agreement Invoice Support
      • Some projects also have reimbursable agreements in the form of an OTA or LOI for design or facility modification funding support. In any given month, there may be up to 40 active reimbursable agreements with airports and up to 25 invoices received per month.
      • The Contractor shall provide support services to review the supporting documentation associated with reimbursement invoices submitted by the airport project team.  The Site Lead shall be consulted to verify the work has been completed.  The Contractor shall evaluate the invoiced work against scheduled work completed during the invoice period.
      • The Contractor shall provide a written Reimbursement Agreement Invoice Recommendation Package (CDRL B001) based on the Contractor’s review to the Reimbursement Agreement COR and copy the associated TSA Contracting Officer for the reimbursement agreement.
      • The recommendation shall include:
        • Justifications for approval or rejection of the invoice
          • define insufficient information items required to be resubmitted by the site and a summary of each date additional items were requested and received from the site, as appropriate
          • identify any portions of the invoice which are assessed to be outside of the terms of the reimbursement agreement
        • The amount of the invoice that is recommended for approval or rejection
        • A summary of cumulative invoice recommendations to date under the OTA/LOI agreement
      • The Contractor shall complete each invoice review and submit a recommendation for approval or rejection within fifteen (15) business days of receipt of the invoice and complete supporting documentation. If additional supporting documentation is required from a site, the Contractor shall notify the site and copy the Reimbursement Agreement COR within ten (10) business days.
      • The Reimbursement Agreement COR is responsible for further reviewing and recommending approval or denial of the invoice payment to the TSA Contracting Officer.
  • Standalone Deployment Services
    • The Contractor shall provide all Deployment services to3 include some or all of the following activities: 1) program / project management; 2) site lead services; 3) site survey / validation; 4) engineering / design; 5) site preparation / restoration, logistics (e.g., ship, rig, etc.); 6) systems installation; and 7) decommissioning associated with Standalone checked baggage deployment projects.  Additionally, the Contractor shall, as required, support to operational upgrades, safety advancements, screening optimization, and enhancement efforts to Standalone, mini-line or and enhancement efforts for RSEDS configurations
    • 2.1.Standalone Site Lead Support
      • The Contractor shall provide Site Lead personnel to simultaneously support multiple projects in various phases of the project lifecycle. In some instances, there may be multiple projects at a single airport. The Contractor shall have the ability to increase staffing quickly to accommodate large scale projects. The Contractor shall receive written notification from the TO COR prior to initiating Site Lead support for each project.
      • The Site Lead shall
        • Support project planning, coordination and technical advisement services to facilitate checked baggage EDS along with peripherals, ETD and or furniture, fixtures & equipment (FF&E), Standalone installation, integration, networking, relocation, removal, decommissioning – as well as other baggage improvement projects;
        • Be the technical liaison for the TSA throughout the life-cycle of each project
          • keep the CB DC informed on project progress and risks to avoid/mitigate negative impacts to schedule, cost or performance;
        • Project milestones related to Standalone or baggage improvement installation: Coordinate, monitor and report project schedule activities and execution between stakeholders.
        • Attend internal and external TSA meetings (e.g., status, integration, OEM, safety, etc.).
        • Coordinate and attend meetings between project stakeholders for Standalone or baggage improvement project execution.
        • Assess progress against the Standalone or baggage improvement project schedule and report any variances that may create risk to schedule, cost, or performance of the project’s critical path.
        • Advise on project schedule developments impacting project progress for EDS deployment and baggage improvement projects and assist the CB DC with schedule risk mitigation solutions.
        • Track project activities related to installation of EDS and ETD equipment to ensure timely delivery and installation of TSE to the site.
        • Coordinate shipments of EDS along with peripheral, ETD, EDS networking equipment associated with main unit serial number, ancillary equipment (i.e. roller conveyors, lift assist devices, ETD tables and cabinets) and other TSA/OEM related screening equipment with all project stakeholders. The Site Lead shall ensure the following:
          • Equipment Request order forms are created or updated once project scope is finalized
          • DD-1149 forms are completed and provided to the APM Property point of contact (POC)
          • The OEM task order is awarded and installation site readiness is confirmed prior to scheduling EDS delivery.
        • Coordinate with Local TSA, TSA HQ and other site POCs leading up to the equipment delivery date to ensure proper equipment handling, in accordance with OEM guidelines and industry best practices, delivery, badging, permitting and storage of screening equipment and peripherals.
        • Provide on-site support during the delivery and removal of EDS units and other screening equipment.
        • Address and report all known project issues as they relate to airport construction milestone progress that affect established project cost, schedule or performance to the CB DC and aid in risk mitigation planning with the CB DC.
        • Coordinate and facilitate OEM activities: relocation, removal, installation, integration, completion of government paperwork.
    • Planning, Survey and Design
      • The Contractor shall coordinate and conduct site surveys with responsible stakeholders (i.e., air carrier representatives, airport personnel, local TSA POCs) to investigate all appropriate configuration options for TSE installation. No more than two (2) configuration options shall be developed for each EDS. The development of additional design options beyond the first two must be approved by the COR.
      • At a minimum the survey shall include an assessment of:
        • Infrastructure – Some locations require an infrastructure assessment as part of the installation process. This assessment shall include consideration of floor loading / structural strength, stresses, loading analyses, and all other assessments or analysis required to ensure that structural integrity is not affected by any installation factors. The Contractor shall comply with any state and local requirements for infrastructure assessments.
        • Security Technology Integrated Program (STIP) – Assess STIP connectivity for current PGDS compliance
        • Phasing – For projects requiring multiple EDS installations, a phasing plan to support continuity of screening operations; obtain local stakeholder requirements and preferences during the site survey.
        • Power requirements – Power assessments must determine the origination of power and route of electrical runs at the site.
        • Other – climate control, communication services, data cabling, floor loading throughout the rigging route, equipment handling, and access clearance requirements
        • Rigging requirements – The rigging path and associated structural requirements must be identified and agreed to by all project stakeholders.
      • The Contractor shall identify existing safety hazards within the related work area and provide recommendations for corrective action. No work shall be performed that creates a new safety hazard. The Contractor shall coordinate final acceptance of the project with the local TSA Safety Officer.
      • After completion of the site survey, the Contractor shall submit a Site Survey Report (CDRL B002) to the Checked Baggage Integration Coordinator (CB IC) for review and approval prior to proceeding with the final design and subsequent installation of TSE. The Site Survey Report shall describe the site preparation requirements, phasing requirements, and site specific deficiencies or challenges.
      • The Contractor shall provide scaled computer-aided design (CAD) drawings (CDRL B003) of TSE installations presented in Adobe Acrobat .pdf format for review and approval. Design drawings shall include, but are not limited to: 1) Airport/Terminal overview; 2) existing EDS configuration and new EDS configuration including surrounding structure, EDS peripherals, ancillary GFE equipment; 3) rigging path; 4) bag flow diagram; 5) electrical one-line diagram; 6) data requirements; 7) infrastructure modifications; 8) phasing requirements; and 9) BHS equipment associated with the screening operation.
      • Upon receiving TSA approval of the Site Survey Report and design package, the Contractor shall prepare and submit a Site Implementation Plan (SIP, CDRL B004) detailing all steps to be conducted throughout the installation process.
      • The Contractor shall coordinate with site representatives at specific sites to obtain all necessary reviews, permits and approvals of the Design Drawings and installation plan. The SIP includes photos, site preparation cost estimates, detailed schedule with assigned roles and responsibilities. It also updates other project elements such as risks and uncertainties (associated with cost, schedule and performance). The Contractor shall revise the Site Survey Report and Design Drawings to reflect approved configurations and include these documents in the SIP. A cost estimate and timeline shall be included as a budgetary tool in the SIP.
      • The Contractor shall prepare a SLIS and equipment request form to support requirements for the EDS OEM.  The SLIS is used by the TSA HQ to generate tasking for the OEM. The SLIS will include all project requirements including but not limited to:
        • EDS Configuration, Installation and Rigging requirements
        • Support equipment (e.g., secondary screening, networking, etc.)
        • EDS main unit serial number, TSA barcodes, and any associated peripheral(s) including location at the site and current / future configuration
        • EDS unit upgrades with associated peripherals (with serial numbers and TSA barcodes)
        • Seismic requirements
        • Coordination and ascertaining disposal or redeployment disposition of the EDS equipment
        • Decommission, relocate, and / or removal requirements
        • Project Schedule Milestones (from anticipated delivery through operational date)
        • Local TSA and Airport POC’s
        • Other / Unique site requirements
    • Site Preparation
      • The Contractor shall complete all necessary site preparation requirements. During the site survey, the Contractor shall determine all requirements to begin site preparation such as:  1) airport/engineering department review and approval; 2) airport applications and permits; 3) insurance, bonding, and certifications; 4) license requirements; 5) local trade permits, and 6) any site specific requirements.
      • Site preparation includes, but not limited to: installation of electrical for EDS and/or ETDs; minor modifications to interior partitions, ticket counters, structural modifications, seismic restraints as needed, and flooring needed to accommodate EDS/ETD installation. Modifications must be approved by the CB IC.
      • Site preparation may be ongoing, but the Contractor shall coordinate, on behalf of the CB DC, a “go / no go” meeting with all stakeholders involved to confirm that the site will be ready for system installations not less than five (5) workdays prior to the installation activities.
    • Installation and Testing Support
      • The Contractor shall coordinate all project phases, including shipment through successful site acceptance testing.
      • Standalone primary screening equipment includes but is not limited to the following:
        • EDS unit (scanner and associated entrance/exit conveyors/tunnels)
        • EDS ancillary screening equipment (EDS networking equipment, or any equipment required to support EDS operational or screening activities such as primary viewing stations (PVS), Secondary viewing stations (SVS), UPS units, pedestals, lift gates, and roller conveyors
          • Gravity roller conveyors may have to be cut / customized as part of Rigging, on site to comply with the project design.
      • Standalone secondary screening equipment includes but is not limited to the following:
        • ETD
        • ETD units and cabinets
        • ETD inspection tables (1 ETD and two inspection tables) per EDS)
      • The Contractor shall provide shipping and delivery services for EDS, ETD and ancillary screening equipment from the TSA Logistics Center or the OEM facility to the project site. All shipping, handling and rigging activities shall be in accordance with the screening equipment OEM installation guides and site design while incorporating industry best practices.
      • The contractor shall arrange for storage of TSE, peripheral, and FF&E at a rigger’s warehouse, as required, until the equipment can be delivered to its final destination
      • The Contractor shall be responsible for the disposal of all excess shipping and crating materials
      • The Contractor shall witness ORT, SAT (non-integrated installations) and ISAT (for integrated units) testing and validation.
        • Operational Readiness Test – test performed after an EDS relocation
        • Relocation Acceptance Test – test performed on ETD after a relocation
        • Site Acceptance Test – first installation of an EDS at an airport site
      • The Contractor shall coordinate all decommissioning activities for equipment that will be removed from the airport.
      • The Contractor shall provide a Daily Site Report of active projects.
    • Project Closeout
      • The Contractor shall provide support to close-out Standalone or baggage enhancement projects.
      • The close-out documents include but are not limited to:
        • Test reports for tests performed by the Contractor.
        • Decommission Checklists (CDRL D001)
        • Final as-built drawings in PDF and AutoCAD (CDRL B005)
          • The final as-built drawings must depict the exact location of any electrical and data outlets to include core holes in the floor, power poles, and wall mounted
        • Lessons Learned (CDRL A005)
          • The document should contain key information regarding permitting, bonding, and insurance as well as any key points of contact. If there are atypical requirements involving asbestos abatement or any other issues these should be noted in the document.
