Solicitation Summary

USACE Sacramento District is procuring a small-business multiple-award construction vehicle for design-build and design-bid-build work within its district boundaries. The original package establishes a $465 million shared ceiling and targets approximately five to seven firm-fixed-price IDIQ awards, with fewer awards possible.

This briefing supports capture planning and does not replace the current solicitation, attachments and amendments.

Background

The current solicitation follows presolicitation W9123826RA014. Work includes new construction, additions, alterations, renovations, maintenance, repairs and demolition of commercial and institutional facilities, with incidental horizontal work, utilities and infrastructure. The district office address is not the place of performance for every task order.

Requirements and Capture Considerations

Phase One evaluates Past Performance as the more important factor and Organizational and Technical Approach as the less important factor. Up to ten firms may advance; advancement is not an award. The original instructions request three to five project narratives, up to four pages each and twenty pages total, plus the separate Organizational and Technical Approach response capped at ten pages. These are page ceilings, not required minimum lengths.

GDI capture considerations:

  • Build an evidence-backed project portfolio against the stated prime, design-build, design-bid-build, value and recency criteria.
  • Confirm the lead designer arrangement: in-house, joint venture and subcontract arrangements have different documentation needs. An external designer is not universally mandatory.
  • Verify bonding and phase-specific submission documents. The SF1442 guarantee checkbox conflicts with the Phase One instruction text and needs clarification.
  • Reconcile the original ordering-period calendar inconsistency and all subsequent amendments. Do not infer a firm award or start date.
  • Prepare for later Phase Two requirements only when issued. Combined nonprice factors are significantly more important than price; the instructions do not assign an 85% numerical weighting.
