Requirements

Provide MAF TDL Operations Support (OS), Program Management (PM) in the form of:

  • Planning and Control: Develop, maintain, and implement detailed program plans and control mechanisms to ensure successful project execution.
  • Financial Management (FM): Oversee budgeting, financial forecasting, and resource allocation to align with organizational goals.
  • Contract Funds Status Report (CFSR): Provide regular updates on the status of contract funds to ensure transparency and accuracy in financial tracking.
  • Service Contract Reporting (SCR): Maintain detailed service contract reports to ensure compliance with reporting obligations.
  • Meetings and Reviews: Conduct and participate in regular program reviews and stakeholder meetings to assess progress and address issues.
  • Risk Management: Identify, assess, and mitigate risks and watch items to proactively manage potential project obstacles.
  • Security Management: Implement and maintain robust security measures to safeguard program information and assets. Utilize the Risk Management Framework for Authority to Operate (ATO) compliance and sustainment. Coordinate authorization actions such as Interim Authority to Test (IATT), Authority to Connect (ATC), and security assessments with the Command & Control Authorizing Official (C2AO). Support Program Security documentation.
  • Configuration Management (CM): Establish configuration control processes to maintain consistency and traceability of system configurations. Adhere to Government configuration control procedures.
  • Performance Based Reporting: Monitor and report on performance metrics to ensure compliance with contractual obligations.
  • Theater Exit Plan (TEP): Develop and implement a comprehensive exit plan for theater operations to ensure a seamless transition.
  • Labor Hour Reporting: Accurately track and report labor hours in alignment with contract requirements.

Provide Depot Support in the form of:

  • Planning: Develop detailed plans for depot support activities, ensuring they align with overall program objectives.
  • Management: Oversee depot operations to ensure effectiveness and efficiency in support delivery.
  • Technical Refresh & Integration: Replace legacy radios, LRUs, waveforms, etc. to improve performance, security, efficiency and and address obsolescence. Combine different hardware components or systems to work together as a unified solution. This can involve physical connections, hardware modifications, software configuration, and ensuring compatibility between the various parts.
  • Depot Level Repairs, Shipping and Spares: Ensure adequate and effective shipping, spares and repairs to maintain optimum operational availability and effectiveness.
  • Supervision & Reporting for Logistics: Supervise logistics activities and provide regular reports to ensure transparency and accountability.
  • Organic Depot Activation Support: Support the activation of organic depots to enhance self-sufficiency and responsiveness; to include Level of Repair Analysis (LORA) development and support.
  • Site Surveys CONUS and OCONUS: Conduct site surveys both within the continental United States (CONUS) and outside the continental United States (OCONUS) to assess and plan support needs.
  • Field Support (FS): Provide on-site support CONUS and OCONUS to ensure the proper operation and maintenance of systems in the field.
  • Training: Deliver comprehensive training programs to ensure personnel are equipped with the necessary skills and knowledge.
  • Exercise Support (ES): Offer support for exercises to ensure readiness and effectiveness of systems and personnel to include ATO and IATT support.
  • Help Desk Support: Help Desk support for program software and equipment. 24-hour response time with qualified expert required for technical, training, or logistics support.
