The Department of the Air Force has released a pre-solicitation notice on behalf of Air Force Global Strike Command Office for the Multiple Award Construction Contract (MACC) On-Ramp. The solicitation will be for several IDIQ contracts in the MACC On-Ramp, with the maximum dollar value: $18,000,000.00.  In the notice issued at the FBO’s official website on September 10, 2018, it has been noted that the contract will be performed at Ellsworth Air Force Base in South Dakota.

Furthermore, the procurement will consist of one solicitation, but, aims to award three IDIQ MACC Construction Contracts to the best value proposals submitted by interested Offerors.

Through this contract opportunity, the Department of Air Force is acquiring construction services under the NAICS code ” 237 – Heavy and Civil Engineering Construction/237990 – Other Heavy and Civil Engineering Construction”, with the annual size standard $36.5 million. These services include:

  • New construction
  • Renovation
  • Demolition
  • Repair Work (design-build or design-bid-build for facilities)

As expected, the performance of these services should be in absolute compliance with the specific requirements included in the contract, as well as drawings for each task order. The contract encompasses tasks in a wide variety of industry sectors including, but not limited to:

  • carpentry
  • roofing
  • excavation
  • electrical
  • plumbing
  • sheet metal
  • painting
  • concrete masonry
  • welding
  • HVAC asbestos removal
  • other

What Small Businesses need to know?

According to the pre-solicitation notice, it is determined that the solicitation MACC On-ramp will be solicited as a Service Disabled Veteran Owned Small Business, SBA certified 8(a) Small Disadvantaged Business, and HUBZone set-aside only.

What’s NEXT?

Although there will not be a pre-announcement for the final RFP solicitation release, in the notice it is noted that the date of issuance is expected to be on or about 22 October 2018. All prospective contractors should submit proposals that conform to the requirements specified in the Request for Proposal. The Government will evaluate and award proposals considering factors such as best value, price, and non-price.  The MACC On-Ramp contract period will be the date of award to 29 June 2021.

The solicitation will be released on the Federal Business Opportunities website, without solicitation paper copies, specifications, or plans. In order to be eligible for the award, interested Offerors should be registered in the System for Award Management.
