The Department of State, the Office of ACQUISITIONS – AQM MOMENTUM has issued a Request for
Proposal for the giant Evolve IDIQ contract. According to the official release, this is a partial Small
Business Set-Aside contract, a multiple-award indefinite-delivery, indefinite-quantity (IDIQ) contract, as
defined in Federal Acquisition Regulation (FAR) 16.504.
Evolve is intended to provide IT solutions and services to offer a broad range of services, solutions, and
contract types to fulfill the majority of component and departmental IT service needs.
The Contract comprises five comprehensive IT functional categories:
- IT Management Services
- Cloud and Data Center Services
- Application Development Services
- Network and Telecommunication Services
- Customer and End User Support Services
The contractor will provide solutions for one or more of the functional categories of orders with specific
tasks. This acquisition program intends to bring high-end modernization, and improve security within
the organization based on the most innovative technologies. The $8-$10 Billion IDIQ is designed to help
the Department of State improve, evolve, and revitalize tools, products, and services to best contribute
to the American people’s interests.
The Evolve Functional Categories/Pools in more detail
This is an excellent opportunity for small businesses, among others. Through the Set-Aside program,
despite the fact that the category of small businesses that can have priority has not been defined, this is
a chance for empowerment and expansion.
To compete for an award within a given functional category, a business must have the capability to meet
each of the requirements listed in the Descriptions. Only one proposal per functional category will be

1. IT Management Services includes several types of services and products for which Four (4) Full
and Open IDIQ contracts and Four (4) Small Business Set aside IDIQ contracts for this functional
category will be available.
2. Cloud and Data Center Services include internal and external cloud services (IaaS, PaaS, SaaS)
and Data Center and their supported services, for which will be Two (2) Full and Open IDIQ
contracts and Four (4) Small Business Set aside IDIQ contracts for this functional category.
3. Application Development includes software application development, testing, release, support,
and operations, for which Four (4) Full and Open IDIQ contracts and Four (4) Small Business Set
aside IDIQ contracts for this functional category.
4. Network and Telecommunication Services include voice and data networks, and supporting
services like load balancing, domain services, VPN, Intranet, Radio services, and RIMC network
support. Six (6) Full and Open IDIQ contracts will be for this functional category.
5. End User and Customer Support Services include support for end users and mobile computing
devices, for which will be Six (6) Full and Open IDIQ contracts.
Through Evolve, the contractors will furnish the necessary personnel, materials, equipment, facilities,
travel, and other services required to satisfy the ordered IT capabilities and solutions.
