The National Oceanic and Atmospheric Administration (NOAA) Professional and Technical (ProTech) services solution is a suite of multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts consisting of five Domains: Satellite, Oceans, Fisheries, Weather, and Enterprise Operations.  Each of these domains will be the subject of an individual Request for Proposal (RFP).  NOAA is poised to release the RFP for Pro-Tech Enterprise Operations Domain during the first quarter of FY 2018. The number of awardees is not yet known but 75% of the awards will be to Small Businesses. THIS IS A BEST VALUE AWARD.  The value of the Pro-Tech Services Solution is $3 billion spread over all domains over five years.

ProTech is a two-year base plus three option-years multiple award task order contract (MATOC) and is divided into the following functional areas:

  • Strategic Planning Services

  • Communication, Education, Outreach, Conference and Workshop Management Services

  • Business Management Services

  • Budget and Financial Management Services

  • Property Management Services

  • Real Property and Analytic Services

  • Facilities Management Services

  • Human Capital Management Services

  • Program and Project Management Services

  • Legislative Management Services

  • Administrative Services

  • Scientific and Technical Support

That is everything from secretarial and records management through accounting and the like to strategic planning.

The four volumes required for the proposal are rather extensive and exhaustive at the same time.  A few of the highlights:

  1. Evidence of an approved accounting system or one deemed adequate by the cognizant federal auditor. A copy of the latest audit if available; at a minimum, provide the audit number and date. If you do not have an approved or adequate accounting system, then you can state why you believe your system is adequate.

  2. A Joint Venture must be registered in SAM, with its own DUNS and CAGE code, as its own entity and submit a copy of the JV document outlining roles and responsibilities of partner entities.

  3. You must clearly demonstrate your knowledge of environmental intelligence, NOAA, and the scope of requirements in this Domain and your corporate commitment to investing in solutions relevant to these areas.

  4. This one is important, so I quote: “…no single Offeror or Team is required to address every area of the SOW. If an Offeror does state that it can address every area of the SOW, and evaluation of the proposal reveals significant weaknesses or deficiencies in the response, this could lead to the Offeror being found ineligible for award.” That means if you say you can do it all, and NOAA’s evaluation shows you cannot, then you may be found ineligible for an award even in areas that you clearly can do.

  5. Past performance questionnaires will be due to the government no later than 10 days before proposal submission. You can submit up to eleven, but JV/prime partners can submit no fewer than three.  The projects can be no older than five years and meet the relevancy criteria called for in the RFP.
