10 Largest Upcoming NAVFAC MILCON Opportunities in 2016

The NAVFAC MILCON budget for fiscal year 2016 was around $1.67 billion, approximately half a billion more than 2015, financing 60 military construction projects. After preparing a report on MILCON opportunities for one of our clients, I thought I should share my findings on the top 10 largest NAVFAC MILCON opportunities scheduled to be advertised during the rest of 2016. Below is the list of the top 10, based on the overall value:

1. Live-Fire Training Range Complex (NW Field) – $125,677,000

This is a design build stand-alone contract in Guam at Anderson Base to build a live-fire training range complex. It is scheduled to be advertised in late June/July, and awarded in December 2016. This will be a two-step best value source selection process.

2. Powertrain – Transmissions Subassembly – $85,000,000

This is a design-bid-build stand-alone contract for NAS Corpus Christi in Texas to build the powertrain, transmissions subassembly. It is scheduled to be advertised in early October 2016, and awarded in March/April 2017. This will be a one-step best value source selection process.

3. Communications Center – $75,289,000

This is a design-bid-build stand-alone contract for NAVSTA Norfolk VA for a communications center. It is scheduled to be advertised in late August 2016, and awarded in Jan/Feb 2017. This is one-step best value source selection process.

4. SOF Marine Battalion Company/Team Facilities – $54,970,000

This is a design-bid-build stand-alone contract for MCB Camp Lejeune, NC to build the Marine battalion company/team facilities. It is scheduled to be advertised in July, and awarded in September 2016. This is a lowest price selection process.

5. Aircraft Maintenance Facilities and Apron (South Cala) – $50,635,000

This is a design-bid-build stand-alone contract for MCAS Yuma South Cala, AZ, to build the aircraft maintenance facilities and apron. It is scheduled to be advertised in July, and awarded in December 2016. This is one-step best value source selection process.

6. SOF Logistics Support Unit 1 Operations Facility #2 – $47,218,000

This is a design-build stand-alone contract for NAVBASE Coronado at San Diego, CA to build the Logistics Support Unit 1 Operations Facility #2. It was scheduled to be advertised in May (but has not yet been advertised), and awarded in June/July 2016. This is two-step best value source selection process.

7. Raw Water Pipeline Pendleton to Fallbrook – $44,540,000

This is a design-bid-build stand-alone contract for MCB Camp Pendleton, CA, to the raw water pipeline between Pendleton to Fallbrook. It was scheduled to be advertised in May (but has not yet been advertised), and awarded in September 2016. This is one-step best value source selection process.

8. Unaccompanied Housing – $40,935,000

This is a design-build stand-alone contract for the Naval Air Station at Patuxent River, MD, to build unaccompanied housing there. It is scheduled to be advertised in July, and awarded in December 2016. This is two-step best value source selection process.

9. Replace Quantico Middle/High School – $40,586,000

This is a design-bid-build stand-alone contract for the Marine Corps Base Quantico, VA, to replace/build the Base’s Middle/High School buildings. It is scheduled to be advertised in July, and awarded in September 2016. This is one-step best value source selection process.

10. LCS Support Facility – $37,366,000

This is a design- build stand-alone contract for the Naval Base Facility at San Diego, CA, to build the LCS Support Facility there. It was scheduled to be advertised in May (but has not yet been advertised), and awarded in August 2016. This is two-step best value source selection process.

As all of the above opportunities, except one, go through a best value source selection process, participating firms need to have capable proposal writing teams to be able to compete and win these contracts. I suggest reaching out for outside proposal support even if you have capable in-house teams to ensure the highest win probability.
