Modification and Amendment #1 for Veteran Enterprise Contracting for Transformation and Operational Readiness (VECTOR) Solicitation was released on February 14, 2017.

The purpose of the Modification is to announce that this requirement is no longer on hold. The purpose of the Amendment is to provide an updated Attachment A. Questions are due no later than 10:00 AM ET on February 22, 2017. Proposals are due no later than 10:00 AM ET on March 14, 2017.  Joshua Dean is the primary point of contact.

VECTOR which is a set-aside contract for Service-Disabled, Veteran-Owned small business SDVOSB in professional services, has been ranked among the TOP 6 USG contracting opportunities for 2017 based on Bloomberg Government list published on September 26, 2016. According to the final Solicitation released on February 14, 2017, the maximum aggregate dollar value for all TOs awarded under this IDIQ is $25,000,000,000. Thus, it ranks only after OASIS and OASIS SB with Estimated Value of $60 billion and Seaport Next Generation with Estimated Value of $50 billion.

Since this is a new requirement, no incumbent contracts exist; it is believed that Government intends to award approximately ten contracts per Service Group On-/Off-Ramping. Contractors will be required to recertify annually from the effective date of contract award, their small business status.

Additionally, contractors are required to submit proposals for at least 50% of TOPRs for which they are eligible. Contractors not meeting these requirements may be “off-ramped” via termination for convenience at no cost to the Government.

The Government reserves the right to “on-ramp” additional contractors throughout the ordering period to ensure adequate competition in each service group. Six service groups are introduced very briefly below:

The time is very constraint. For all those SDVOSB firms that have been patiently pursuing this solicitation, time for the final race has come. Hesitance and diffidence in making rapid critical decisions are the major menaces of this final phase.

A glance at the list of interested vendors for this requirement in GovWin vividly highlights this deficiently; the largest number of firms are still undecided to take the prime role or team in this endeavor as competent partners and subcontractor. The reality is that there is no time to lose. All those interested must step in and step up.
