Background

In June 2020, the Coast Guard established the C5ISC to align with the Commandant’s Coast Guard Modernization Initiative and shift to a functions-based support structure to standardize processes and procedures across all locations, missions, and asset types.  The primary mission of the C5ISC is to unify the Coast Guard’s command, control, communications, computer, cyber and intelligence support structure and business practices into a to Deliver Technology Solutions for Mission Success. The C5I Service Center is comprised of a geo-dispersed workforce, numbering over 1,100 dedicated military, civilians and Contractors, committed to the Commandant’s Intent, “The rapid pace of innovation in the maritime domain is leading to growing interconnectivity, increased reliance on data and networks, and the deployment of commercial space and artificial intelligence systems,” to meet this demand. The CIO, CG-6, C5ISC, and CGCC continue with a technology revolution of end-of-life enterprise systems and are in incessant need for support services to assist the United States Coast Guard (USCG) business and logistics functions during this rapid advancement in technology environments.

CG-6’s mission is to enhance the value of C C5ISC in the performance of USCG missions by developing and aligning enterprise strategies, policies, and resource decisions with USCG strategic goals, mandates, and customer requirements. As the engineering and technical execution arm of CG-6, the C5ISC enables USCG mission execution by providing high quality information and situation-awareness products and services, depot-level maintenance and repair services, resource transparency and total asset visibility, and stewardship and configuration management.

The mission of CGCYBER is to conduct operations and deliver effects in and through cyberspace to Defend Coast Guard Cyberspace, Enable Coast Guard Operations, and Protect Maritime Transportation Systems.? CGCYBER has a continuing responsibility to CSSP activities that are required for Department of Defense Information Network (DoDIN) operations and defensive cyberspace operations (DCO) to protect the Coast Guard’s (CG’s) portion of the DoDIN. The CSSP program ensures the USCG is meeting all requirements and standards set by the Department of Defense (DoD) Evaluator Scoring Metrics (ESM) for being a certified CSSP and that the USCG is performing the DoD component activities to protect the DoDIN, per DoD Instruction (DoDI) 8530.01, Cybersecurity Activities Support to DoDIN Operations.

This follow-on contract will result in one contract. Specifically, combining the Logistics, Supply and Planned Maintenance Support Services BPA# 70Z0H319APAZ05500 expiring 29 June 2024 and Business Management Support Services BPA# 70Z0G319APBY04100 expiring 14 July 2024.  Both BPAs were awarded by different USCG Acquisition Divisions within CG 914. Both include similar tasks, labor descriptions, period of performances, and support similar USCG Program Offices.

Requirements

  • The scope of this Blanket Purchase Agreement (BPA) is to provide for non-personal services for Contractor Consulting, Project Management and Support, Strategic Planning, Portfolio Management, Business Process Planning, Process Integration Planning, Facilities Planning, Marketing and Communications Planning Services, Life Cycle Cost Estimation Services, expert highly specialized and complex Acquisitions Lifecycle Support, Enterprise Life Cycle Logistics and Engineering Support to include: Material, Configuration, Business, and Inventory Management, Logistics Supply Support, and Planned Maintenance Development Support Services. These services shall support the missions and requirements of the C5ISC; the Coast Guard Chief Information Officer’s (CIO) Office, Commandant (CG-4, CG-6, CG-7, and CG-93); and Coast Guard Cyber Command (CGCYBER). The Contractor shall provide services to support CGCYBER with cybersecurity service provider (CSSP) program maturation and recertification, process development, and project management across the command.
  • The support services shall provide support for operations, management, analysis, and other business and logistics functions that support the successful accomplishment of C5ISC; CIO; CG-6; and CGCC missions and requirements across afloat, air, deployable specialized forces, and ashore platforms at multiple locations.
  • The Contractor shall provide all necessary personnel, management, and administrative services required to meet the requirements of this contract and subsequent orders issued.
