Background

The DOE OCIO Business Operation Support Services (CBOSS) Blanket Purchase Agreement (BPA) supports the IT mission requirements of the entire DOE enterprise. CBOSS is a five-year enterprise-wide BPA with a value of $10 billion and expiration date of 2024. The BPA was awarded under the General Services Administration’s Multiple Award Schedule to four companies via a Contracting Teaming Arrangement (CTA) partnership 1.

CBOSS offers an extensive array of core IT services designed to support the DOE’s diverse mission portfolio ranging from nuclear security, open science research, power administration, to environmental management. The DOE Enterprise is comprised of 79 separate entities—spread across 27 states—divided among 17 Program Offices, 19 Staff Offices, 4 Power Marketing Administrations, 12 Field Sites or Operational Offices, 19 National Laboratories, 2 Other Agencies, and 6 offices supporting the Secretary and Under Secretary of DOE. Most of the work under this BPA support non-national laboratory entities.

Requirements

  • Provide support in the following areas:
    • General IT support
      • Deliver a broad range of services from program management and IT strategy to application support and infrastructure services to include database administration, website development, system engineering and integration, DevOps, enterprise architecture, software delivery lifecycle, asset management, and direct material purchasing.
    • Cybersecurity
      • Define and implement security strategies and compliance frameworks supporting DOE’s cyber operations to develop and maintain an agency-wide cyber and information security program. This support includes cyber strategy, program management, analysis & reporting, awareness & training, application & network security, automation, continuous monitoring, information assurance, and risk management.
    • Infrastructure & Shared Services
      • Manage all aspects of printing devices and IT services within a managed seat service environment, which encompasses Cloud Managed Service, Core UC Video Teleconferencing & IP voice, Office 365, Service Operations and Maintenance including Network, Applications Support, Customer Support, Infrastructure, Asset Management, Security Monitoring, and Business Continuity Operations.
    • Technology Strategy and Innovation
      • Improve the efficiency and delivery of IT services and solutions by supporting special studies and analysis, emerging technologies and methodologies, process engineering and future vision strategy, digital strategy, customer innovations, change management, and rapid prototyping to increase organizational efficiency and effectiveness and remain at the forefront of innovation and change.
    • Telecommunications support.
      • Support mobile communication services & devices, audio conferencing, analog voice communications, IP voice services, web conferencing, video teleconferencing, and mobile devices for existing end user environments and mainframe-based applications
