GWAC Polaris Latest Update

On September 24th, GSA made an announcement for the next stage in the Polaris initiative. The Contract Opportunity, with the Solicitation number 47QTCB21N0002, was issued by GSA/FAS ITC Office of Acquisition Operations, Interagency Contracts office, under the Federal Acquisition Service sub-tier.

It is classified as a Total Small Business Set-Aside, under the 541512 which belongs to Computer Systems Design Services. The agency, GSA, is requiring information and feedback from the IT industry community and other interested parties about POLARIS.

Through this Government-wide Acquisition Contract (GWAC), the Government will be able to secure customized IT services-based services from leading-edge small businesses that meet all qualification standards. GSA is focusing on encouraging HUBzone and women-owned small business (WOSB) firms.

Polaris is classified as a Total Small Business Set-Aside, under the 541512 which belongs to Computer Systems Design Services. It should be noted that this contract is an update of the previous version, and in this update Sections “L” and “M” have been modified. The performance period is a 5-year base plus 1 x 5-year option 15-year period of performance $15 to 20B ceiling.

According to GSA, Polaris has announced a Services Size Standard that has $30 million annual receipts with an anticipated target of 310 awards. These socio-economic awards are foreseen for SB, SDVOSB, HUBZone, and WOSB business industry.

The Scope of Work for Polaris provides for contractor support in all IT Performance Areas.  In addition, the Polaris GWAC will be composed of four contract award pools based on size and socioeconomic status.  GSA is encouraging businesses to propose for all pools for which you are qualified.

The POLARIS GWAC Draft Update

Listed you can find the changes that have been made to sections L and M of the draft RFP:

  • A forth pool has been added to include Service Disabled Veteran Owned Small
  • Business (SDVOSB). Multiple awards will be made in each pool.
  • The Past Performance project requirement has been reduced to a minimum of
  • three (3) and a maximum of five (5) projects.
  • The project value had been reduced to $250,000, down from $1M.
  • Points have been added to Polaris Scoring Table.
