Introduction

The US Department of Transportation (DOT) has recently released a new opportunity for businesses to provide engineering, analysis, and program support for aircraft wake turbulence, weather, and position navigation and timing (PNT) spectrum interface market. This opportunity is known as ATEPS II.

Background

The DOT has been working on improving air traffic control and safety for many years. One of the ways they are doing this is by investing in new technologies and systems that can help improve the efficiency and safety of air travel. The ATEPS II program is one such initiative that aims to provide engineering and program support for aircraft wake turbulence, weather, and PNT spectrum interface market.

The work provided under this Air Traffic Engineering and Program Support (ATEPS) II Contract is a follow-on effort to previous contracts awarded by the Volpe Center to Engility Corporation in October 2016 (Contract DTRT5717D30002), Evans Incorporated in December 2016 (Contract DTRT5717D30006), Aurora Sciences in January 2017 (Contract DTRT5717D30009). In July 2018, these contracts were transferred to FAA who awarded new contracts to Engility Corporation (Contract 693KA918D00010), Evans Incorporated (Contract 693KA918D00012), Aurora Innovations LLC (Contract 693KA918D00011). Engility was acquired by SAIC in 2019.

The PMO of the FAA’s ATO supports the National Airspace System (NAS) in management, development, engineering and deployment activities. There are four (4) Directorates within the PMO: 1. AJM-1, Program Control and Integration: Financial Integration, Program Control, and Technical Integration. 2. AJM-2, Air Traffic Systems (ATS): Agency Support Programs, Configuration Logistics and Management, Air Traffic Management, Decision Support Programs, Terminal Second Level Engineering, En-Route and Oceanic Second Level Engineering. 3. AJM-3, Enterprise Services: Communications, Information and Network Programs, Navigation Programs, Aviation Weather and Aeronautical Services, and Data Communications. 4. AJM-4, Surveillance Services: Legacy Surveillance Systems, Surveillance and Broadcast Services, and Spectrum Efficient National Surveillance Radar. This effort will provide program management, system engineering and development, and implementation efforts to the ATO’s NextGen programs and systems aimed at enhancing the safety, efficiency and capacity of the NAS.
