Background

Requirements

  • The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform Professional Support Services, Studies and Analyses as defined in this Performance Work Statement, except for government furnished property and services as Specified in Part 3 below. The contractor shall perform to the standards in this contract and individually issued task orders.
  • The Secretary of the Army (SA), Under Secretary of the Army (USA) and Deputy Under Secretary of the Army (DUSA) have responsibility for a wide variety of issues assigned in accordance with U.S. Code Title 10, 3013(f). Current and historical responsibilities that may be supported by this contract include areas such as:
  • LOT I – Army/HQDA Program/Project Analytics Support Services
    • Army-wide Recruiting & Accessions process improvement
    • Analytical support to OSD Cost Assessment and Program Evaluation-led Army Future Force Analysis
    • Total Army Analysis
    • HQDA Infrastructure assessment, structural realignments, cross-functional performance improvement capabilities and interfaces between proposed and existing tools/systems and organizational structures
    • Forensic Accounting, Predictive Analytics and Strategic Analyses for individual HQDA Command Service Executive Organizations and Programs identified in Army GO-01
    • Strategic Communications/Change Management for Programs identified in Army GO-01
  • LOT II – HQDA Program/Project Administration
    • HQDA Program/Project Administration, Record Keeping, Report Writing, Graphics
    • HQDA Program/Project  Business Process documentation
    • Providing process improvement recommendations and suggestions to improve performance
    • Administrative support IAW the requirements of the Federal Advisory Committee Act (FACA)
    • Administrative support to Civilian Senior Leader Management Office (CSLMO)/ Civilian Senior Leader Development Office (CSLDO) IAW General Order-No. 2020-01 (06 Mar 2020) and ongoing Education and Training requirements
    • Providing event summaries/briefings regarding issues/actions/alternatives related to foregoing requirements.
