Background

The USAF F117 engines are currently maintained under a two-level maintenance concept comprised of Organizational and Depot levels. The intent of this SSS/RFI is to discover potential sources of repair stations capable of conducting approximately 160 depot level shop visits per year for the F117 engine. The objective is for the engines to be inspected, repaired or overhauled using Original Equipment Manufacturer (OEM), Pratt & Whitney (P&W), manuals to provide the USAF with the most advantageous cost per flying hour value while maintaining War Readiness Engines (WRE). Technical data will be made available when a solicitation is posted on FBO.gov once potential contractors are vetted.

Requirements

  • F117 currently has a requirement of 52 SPS, including the WRE requirement of 37.The source shall provide all required parts (including Quick Engine Change (QEC) items), overhaul and testing for the F117 engines IAW inspection, repair technical data, and the work directive to produce a serviceable ready for installation engine. All contractors shall be FAR Part 145 certified or have the capability to be certified. Overhaul and testing job guides will be sourced via agreements with the OEM.Contractor shall have the capability to receive and ship F117 engines as well as repair any transportation trailer equipment. Testing of engines will be performed in full QEC configuration for each F117.

    Contractor will be provided with all material, support equipment, tools, test equipment and engineering services owned by the Government as Government Furnished Property (GFP). GFP listings may be provided upon request. Government Furnished Material may be provided for QEC repair.

    The levels of maintenance summarized below, including but not limited to:

    2 Level Maintenance (2LM) Depot Maintenance: This establishes the minimum work requirements to return the end item to a serviceable but not like new condition. Rework/Repair of an engine to include minor component rework and replacement and major component/assembly replacement as required to produce a serviceable engine in as quick a turnaround time as possible. Engines will normally be QEC-equipped and may require pre-run. Disassembly is only to the level required for inspection, rework, and/or repair.

    Organizational Maintenance: This level of maintenance includes inspection, repair, operational test. Work to be performed will be determined on discrepancies upon receipt of an engine which is based on the removal cause, hours and cycles remaining. Tasks will be assigned on case-by-case basis depending on complexity of work scope.
