Background

The F-35 Lightning II Joint Program Office (JPO), is a multi-national program among the U.S. Air Force (USAF), U.S. Navy (USN), U.S. Marine Corps (USMC), seven cooperative international partners, and nine Foreign Military Sales (FMS) customers at the time of this RFI release.  The F-35 Program objective is to continue to develop and sustain a three-variant family of strike fighter aircraft that meets the operational needs of the USAF, USN, USMC, international partners, and FMS customers.  The F-35 JPO is the Department of Defense’s (DoD) focal point for developing and delivering an affordable next generation strike aircraft and has the responsibility, authority, and accountability for program execution.  The F-35 Lightning II Program is a Department of Defense Acquisition Category (ACAT) 1D Program.

Requirements

  • The Contractor shall provide program management support under this contract, including but not limited to the following tasks:
    • Provide management and oversight of all activities performed by Contractor personnel, including Subcontractors, to ensure all F-35 Engineering & Technical requirements are satisfied
    • Identify a Program Manager (PM) by name, who shall serve as the primary interface and point of contact (POC) with the Government program authorities and representatives on technical program/project issues
    • Provide management, direction, administration, quality assurance, and leadership in support of tasks defined within the SOW
    • Facilitate Government and Contractor communications and all activities necessary to ensure the accomplishment of timely and effective support, performed in accordance with the requirements contained in this SOW
    • Use industry best standards and proven methodologies that assure that all contract activities are identified, documented, and tracked so that the contract will continuously be evaluated and monitored for timely and quality service by the Contractor
    • Notify the Contracting Officer’s Representative (COR), Procuring Contracting Officer (PCO), and Technical Points of Contact (TPOCs) in writing of any technical, financial, personnel, or general managerial problems encountered throughout the contract period of performance (PoP)
