The General Services Administration (GSA), in accordance with Federal Acquisition Regulation (FAR) has released a Request for Proposal (RFP), for One Acquisition Solution for Integrated Services (OASIS) Small Business (SB) to conduct On-Ramping for Pool 1, on the official website of federal business opportunities, www.fbo.gov, on September 10, 2018.
OASIS SB is an Indefinite Delivery, Indefinite Quantity (IDIQ), Multiple Agency Contract (MAC) with GS00Q-13-DR-0002 solicitation number. It requires a full range of professional service requirements. It is designed to provide complex and integrated supplementary services/products, for both commercial and non-commercial needs for all contract types at the task-order level including Cost-Reimbursement (all types), Fixed-Price (all types), Time-and-Materials, and Labor-Hour. In addition, they may include incentives, performance-based measures, multi-year or option periods, and commercial or non-commercial items.
The scope of OASIS SB covers many areas of expertise and encompesses any and all components required to develop a complete solution to a professional services based requirement, including, but not only:

- The Government intends to award 190additional Small Business Set-Asides under OASIS SB Pool 1
- If there are numerical ties at190, all ties will receive an award
- Additional Socio-Economic Set-Asides may be awarded in accordance with FAR

Evaluation Factors for Award
The selection process for this contract will not be based on the Lowest Price Technically Acceptable (LPTA) or Tradeoff process. It will be a will be determined by the Highest Technically Rated Offerors with a Fair and Reasonable Price.
All the offers submitted will be evaluated through a two-step screening process, to verify that a support document exists for all the evaluation criteria in accordance with the Offeror’s proposal. After the assessment of all the evaluation factors is done, and the scoring is complete for all offers received, the offer with the highest score will be selected.
About Proposal Submission
The final RFP was released on September 10, 2018. Additional information regarding proposal submission by Offerors, are listed in the final solicitation. All the interested contractors can download the final RFP in the FBO. Furthermore, they should be registered on the System for Award Management, before the award announcement. The solicitation will be closed and response due date for this bid is on November 8, 2018. All proposals should be submitted in compliance with the solicitation instructions.
