The Department of Air Force has a requirement for facilities support services. A Draft RFP with the solicitation number FA8051-18-R-3013 was released on March 22, 2018, and the final RFP is expected to be released on July 2018. The contract requires support services such as contingency planning, deployment; training and equipping of forces; emergency and/or contingency construction; and logistics and commodities.

The contract is Full, Open, and Unrestricted with a maximum value of $6.4B. According to the documents attached to a special notice posted by the Federal Agency at the official website for Federal Business Opportunities, for the Air Force Contract Augmentation Program V (AFCAP V), the multi-year/vendor, IDIQ-type contract, the Government intends to award up to six contracts as a result of this solicitation.

AFCAP is a contract with far-reaching global support capabilities, able to provide maximum output in the minimum time.  The purpose of this contract is to make use of the resources and expertise from the private sector/contractors to provide a full range of Base Operating/Life Support (BOS/BLS) and logistical support on all programs, the Air Force, any DOD component, or any U.S. Federal Government entity.

This means that the AFCAP contract intends to support not only the Air Force Department, but also to provide to the Government all resources and management necessary to plan for, establish, maintain, and dismantle remote sites and/or operations in support of a spectrum of worldwide missions and contingencies including global disorder events; as well as organize, train and equip; give foreign assistance, and other supporting services.

Proposal Requirements

As described in the Attachment_2_-_DRAFT_versions_of_Sections_L_and_M, offerors must submit proposals in three separate volumes:

  • Volume I – Contracting (must consist fulling items)
  • Volume II – Written Technical Proposal (must consist of specific content)
  • Volume III – Past Performance (must consist of specific content)

Offerors must make sure that they will include all amendments issued in the RFP, and must understand that any noncompliance with the terms and conditions described in the solicitation may lead to the non-acceptance of their proposal as eligible to compete for the award. They must ensure that all clauses and provisions required are completed in a complete and appropriate way. Note that subcontracting plans are not applicable to Small Businesses.

The written technical proposal must be concise and comprehensive and describe in detail all the information required in the RFP so that the agency can make an effective evaluation. It should provide persuasive and rational evidence that the Offeror has the capabilities to meet all the indicated requirements. In Accordance with Evaluation Basis for Award, the proposal must address the following sub-factors to describe the proposed approach to performing the requirements as introduced in the RFP solicitation:

  • Technical Approach
  • Management Approach
  • Key Personnel Staffing Plan
  • Small Business Participation

Past Performance is a very important factor in the evaluation criteria. The Offeror must submit information in sufficient detail for their company’s experience, past performance. If the Offeror is competing in a joint venture with a subcontractor, they should also provide information about them.

Nevertheless, the special notice states and advises the industry that the final RFF will supersede ay draft information posted to date. This Special Notice only intends to provide DRAFT solicitation documents to industry so that they can submit questions/comments/input in order to help the Government to identify and resolve concerns regarding the acquisition.
