The Full and Open contract Global Tactical Advanced Communication Systems II (GTACS II) final RFP is anticipated to be released at the end of the June. The Department of the Army, on the behalf of Army Contracting Command, is requiring multiple services, systems, and products to deliver an inter-operable tactical network.

The contract is supported by the Program Executive Office Command Control and Communications-Tactical (PEO C3T) and Project Manager Tactical Network (PM Tactical Network).

It includes a wide range of important hardware systems and services including systems engineering, hardware and software engineering, software development, program management and analysis, supply change management, and on-site engineering support and will deliver voice and data communications in the battlefield.

GTACS II is a 5-year multiple award ID/IQ contract, with another 5-year option period, Firm Fixed Price, Cost Plus Fixed Fee, and Cost No Fee.

Just like the previous contract, GTCAS II will mainly cover IT hardware and offer support services which are expected to construct a unified tactical network, improve efficiency, and reduce delivery times.

Contractors that meet the required criteria are invited to send a proposal, rather as a prime contractor and as a subcontractor. According to Bloomberg Government, The Department of Army will award 16 offerors, eight of which will be set-aside small businesses.

GTACS II in More Detail

An Industry day was held in March 2016, where industry had the chance to get widely informed and to start establishing a relationship with the customer (the buying agency). The first draft RFP solicitation was released in August 2017, the second was released on March 12, 2018, followed by the third one on April 27, 2018. The Government has also provided the responses to Industry questions in the official website for Federal Business Opportunities.

To win the contract, interested contractors should comply with all Regulations and Standards applicable to the work or product provided under the contract in order to provide the best value unless the Government states otherwise.

The GTACS II covers three main functional areas including Research and Development, Production and Deployment, and Sustainment through Disposal. Each of them comprises the delivery of various products, services, and complex systems.

The award will be made after careful consideration of four main evaluation factors including:

  • Technical Factor
  • Past Performance
  • Small Business Participation
  • Price/Cost Factor

The most important factor that contractors should focus on is the “Technical Factor”  which must achieve a rating of no less than “Acceptable”. Only one proposal will be accepted from each offeror, and no more than one award will be made to any offeror.

Although the Government has stated that there will be 16 awards, with 8 of them being small business set-asides, the actual number of awards will be determined depending on the number of quality proposals received. Proposals from Small Businesses will be evaluated first and separately from businesses of other sizes.

However, information available in the draft RFP is informative and not final, and changes are possible. Interested offerors should wait for the final RFP release before finalizing their proposal.
