IT Triple S Re-compete is a forthcoming contracting opportunity from the Department of Justice (DOJ), Federal Bureau of Investigation (FBI), requiring acquiring Information Technology Supplies and Support Services (ITSSS) Blanket Purchase Agreement re-compete.
The first informational notice about this opportunity has been released on March 2018, however, there have been changes/updates in the amendments and not all the anticipated events where met. The last notice, however, was released on the official website of FBO on October 12, 2018, which intends to notify all the interested companies of all sizes that meet the eligibility criteria, of this opportunity prior to the release of a final solicitation.
About the FBI IT Triple
We have discussed this opportunity on two previous articles when FBI was still considering a re-compete. Furthermore, we have discussed the changes that the government has communicated to the industry.
Although some changes have taken place, and even the dates provided in previously posted notifications have been delayed, the FBI has decided to further inform the interested parties of some other points before launching the solicitation.
The United States Department of Justice, Federal Bureau of Investigation, Finance Division (FD), and Procurement Section (PS) Information Technology Acquisitions Unit (ITAU) is planning to execute a Blanket Purchase Agreement off of General Schedule Administration’s (GSA) IT Schedule 70 in accordance with FAR Part 8. This means that spots will be awarded to Offerors that already hold contracts on the GSA’s IT Schedule 70.
After carrying out Market Research, the government has determined that the previous strategy of a Full and Open Competition will no longer be considered. The IT Triple S will be a single contract that consists of multiple tracks, 12 tracks respectively, the structure of which remains in the latest revision. The work requires belongs to the below-listed categories:
- Agile
- Operations and Maintenance
- Engineering Services
- Development
- Information Technology Consulting
- Information Technology Scientific Services
- Cloud
- Telecomm
- Information Technology Services
- (Telecomm and IT Services are now two tracks with the 04/12/2018 update)
- Cyber Security
- Information Technology Security Services
- Information Technology Help Desk Support
Nevertheless, the agency anticipates a “Track Re-structure” which is set to clearly define areas based on Capability Model Service areas and match the Technology Business Management (TBM). The realigned tracks are listed below:
- End User Services
- Business Application Services
- Delivery Services
- Platform Services
- Infrastructure Services
- Emerging Services
About the IT Triple S Re-compete Awards
As far as the acquisition/award strategy is concerned, the FBI intends to award 15-22 vendors for the proposed tracks, which will include 10-15 large businesses and 5-7 small businesses per track. The notice also made it clear that FBI reserves the right to increase or decrease the numbers of awards/businesses according to the agencies needs.
Lastly, it is stated that all to receive an award on any track, each offeror will have to meet the evaluation criteria for the particular track. Moreover, the evaluation criteria will be the same for large businesses and small businesses. Although in the previous notices there have been schedules about draft/solicitation issuances, this time the bureau did not offer a timeline.
